Franks of Champaign, present carrier and agent respectively of the two plans, rather than awarding separate contracts for the student and staff plans since Continental Casualty Company will not accept a contract for the staff insurance alone. It is apparent that most companies are in a better position to bid on the total program rather than on the two plans separately and that accepting the company offering the lowest total cost for the two plans represents the best buy for the University. It is recommended that a contract for both the student and staff coverage be awarded to Continental Casualty Company represented by George B. Franks, Champaign, lowest bidder for both programs at $373,309.90, as per Board policy C, 3 on insurance, and that charges to students and staff for this insurance be for the following amounts (present rates are shown in parenthesis): Students Per Semester Per Year Student only J7 00 (J 7 00) £21 00 (£21 00) Student and family 19 00 ( 1 9 00) 57 00 ( 57 00) QuarSemiFaculty-Staff Monthly terly Annual Annual Employee only £275 $ 7 75 $15 25 £3025 (£2500) Employee and one dependent.. . g 00 14 go 28 7g 57 25 ( 50 00) Employee and two or more dependents g 7g 16 75 33 25 66 25 ( 6 2 00) On the basis of these rates, the plans will operate on a self-sustaining basis. The excess over the cost of the coverage would be used by the University to defray the administrative costs of the two programs.

On motion of Mr. Livingston, this recommendation was approved and the Comptroller and the Secretary of the Board were authorized to execute the contract.

PURCHASES (24) The Director of Purchases has proposed and the Comptroller recommends the following purchases. Unless otherwise specified, the purchase in each case is recommended on the basis of lowest bid. I concur.
