President Willard stated that a mistake had been made, due to a misunderstanding; the Board was conscious of it; the Board had always followed the Statutes up to this time a n d would do so in the future; t h e Board was to be congratulated on its action today; the Board had always been most cooperative and was one of the most important factors in promoting the welfare of the University. O n motion of D r . Meyer, the Board adjourned.

M E E T I N G O F J A N U A R Y 3 1 , 1946 T h e J a n u a r y meeting of the Board of Trustees of the University of Illinois was held at 2 p.m. on T h u r s d a y , J a n u a r y 31, 1946, at the U n i versity Club, 76 East Monroe Street, Chicago. T h e following members were present: President Livingston, Mr. Davis, M r s . Grigsby, Mr. McKelvey, M r . McLaughlin, Mr. Williamson. President Willard was present; also M r . A. J . Janata, Assistant to the President, Mr. H. E. Cunningham, Secretary, M r . Irving L. Porter, Treasurer, Mr. Lloyd Morey, Comptroller, Professor C. R. Griffith, Provost, Professor W . E. Britton, Legal Counsel, and M r . C. S. Havens, Director of the Physical Plant Department.

MINUTES APPROVED

T h e Secretary presented the minutes of the meetings of November 23 and December 11, 1945; also, for record, the minutes of meetings of the Executive Committee on November 23 and 29 and December n and 17, 1945. O n motion of Mr. McKelvey, the minutes were approved and received for record, respectively, as printed on pages 905 t o 960 above.

MATTERS PRESENTED BY PRESIDENT W I L L A R D

T h e Board considered the following matters presented by the President of the University.

AUTHORITY TO CONFER DEGREES

(1) A recommendation that the President of the University be authorized to confer degrees at the Commencement Exercises on February 10, 1946, on those candidates who qualify and are recommended for degrees by the University Senate. O n motion of M r s . Grigsby, authority was granted as recommended.

(2) The Committee on Accountancy recommends that the certificate of Certified Public Accountant be awarded the following who have made applications therefor under the Accountancy Act of 1043 and who have presented evidence to the Committee that they are properly qualified:
