BOARD OF TRUSTEES ADMINISTRATIVE REORGANIZATION

M r . Davis, for the special committee appointed April 6, 1945 ( M i n utes, page 435) to work with a faculty committee on General University Administrative Organization reported that satisfactory progress has been made and that the Board committee will meet with the faculty committee to draft recommendations in the near future. On recommendation of the Committee and on motion of Mr. Davis. the following recommendation was adopted: For the prompt development and operation of teaching, research, and extension programs at the University of Illinois which are horizontal or intercollege in their scope, and which, after conferences with heads of departments and deans of colleges concerned, can not be, in the judgment of the President, developed under existing administrative agencies, the President of the University is authorized by the Board of Trustees to recommend the appointment either of individuals or committees as the administrative heads of councils, institutes, divisions, or other such agencies as the educational and research purposes to be served may warrant, such administrative heads to possess executive responsibility for the budgets assigned to them by the Board of Trustees upon recommendation of the President and for such other duties as are commonly assigned to major educational officers of the University, but without any other changes in the statutory powers of existing educational and administrative units than distinctive character and purposes of "horizontally organized" or "intercollege" programs may require. Both the appointments that are made and the agencies that are created under this authorization shall be for definite terms.

ARCHITECTS FOR FINE ARTS BUILDING

M r . Davis reported also a recommendation from the Committee on General Policy that the "Associated Architects G r o u p s " of Peoria be employed as architects for the Fine A r t s Building, under a contract providing for a base fee of six per cent, with an allowance to the University of $2,500 for preliminary work already completed by the University architect. On motion of M r . Davis, this recommendation was adopted.

DEAN OF VETERINARY COLLEGE

D r . Meyer, for the Committee on Agriculture, presented a recommendation that, according to President Willard's recommendation to the Board on October 18, 1945, the appointment be approved, effective immediately, of Dr. Robert Graham as Dean of the College of Veterinary Medicine, Professor of Veterinary Pathology and Hygiene, Chief of Veterinary Medicine in the Agricultural E x p e r i m e n t Station, and Professor of Veterinary Medicine in the Agricultural Extension Service, at a salary of $8,250 a year. According to the University Statutes, Dr. Graham's tenure as Dean will extend to September 1, 1947, and his appointment as Professor and Chief will be on indefinite tenure. O n motion of D r . Meyer, this appointment was made as recommended.

DR. STODDARD ADDRESSES THE BOARD

A t the request of President Livingston, Dr. Stoddard addressed the Board, touching on the problems of all educational institutions, and particularly those of the University of Illinois. Dr. S t o d d a r d said that he was impressed by the organization to deal with the problems of veterans, the progress of the work of administrative reorganization, and the provision for horizontal agencies. H e told also of the work of
