While camp activities constitute a relatively small part of the program, it is, in the judgment of the Extension Service, one of the most important and effective educational procedures used. O n m o t i o n of M r . Davis, this m a t t e r w a s r e f e r r e d t o t h e P r e s i d e n t of t h e U n i v e r s i t y t o c o n s i d e r in r e l a t i o n t o o t h e r c a m p s , a n d t o r e p o r t to the Board. AMENDMENT OF POLICY AND RULES RELATING TO COMPENSATION A N D WORKING CONDITIONS OF NONACADEMIC EMPLOYEES (17) The Director of Nonacademic Personnel recommends that Section I I I , "Methods of Determining Rates of Compensation," paragraph I, of "Policy and Rules Relating to Compensation and Working Conditions of Nonacademic E m ployees" be changed from: "All proposed changes in group rates shall be submitted to the Director of Nonacademic Personnel not later than September 1 preceding the biennium beginning the following July I, shall be effective not before the beginning of the biennium, and shall not be exceeded during the biennium." to read as follows: "All proposed changes in group rates shall be submitted to the Director of Nonacademic Personnel by September 1 preceding the biennium beginning the following July 1; however, proposed changes in wage rates may be submitted as late as March 1 preceding the biennium when the expiration date of collective bargaining agreements makes it impracticable to submit proposed changes as early as September 1. Such changes shall be effective not before the beginning of the biennium and shall not be exceeded during the biennium."

On motion of Mr. Davis, these amendments were adopted.

QUARTERLY REPORT OF THE COMPTROLLER (18) T h e Comptroller presents his quarterly report to the Board as of September 30, 1945. Copies of this report have been sent to all members of the Board in advance of this meeting. T h i s r e p o r t w a s r e f e r r e d to t h e F i n a n c e C o m m i t t e e . GIFTS A N D GRANTS OF FUNDS FOR RESEARCH AND OTHER PURPOSES (19) A report of the following gifts and grants of funds for research and other purposes received by the University since the last report (June 30, 1945): Gifts 1. Illinois Federation of Women's Clubs, $700 to be added to the "Occupational Therapy Scholarship Fund." 2. American Foundation for Pharmaceutical Education, New York City, $400 for the continuation of scholarships in the College of Pharmacy during I945-I9463. Combined Class Fund, $264.49 to be added to the general scholarship funds and administered by the Committee on Special Undergraduate Scholarships. 4. T h e Borden Company, $1,500 for the establishment of five Borden Agricultural Scholarships to be awarded to senior students who have included in their curricula two or more dairy subjects, and $1,500 for the establishment of five Borden H o m e Economics Scholarships to be awarded to any student in H o m e Economics who, on entering her senior year of study, has achieved the highest average grade of all other similarly eligible students in all preceding college work, and who has included in her curriculum two or more courses in food and nutrition. 5. Third Congressional District, Illinois Federation of Women's Clubs, $300 to establish a scholarship in Occupational Therapy, to be known as the Third Congressional District, Illinois Federation of Women's Clubs Occupational Therapy Scholarship. 6. A fund of $3,000 to be known as the "James M. White Memorial Fund," the income to be used for awards and prizes to students in the Department of
