PATENT O N BETATRON IMPROVEMENT

(2) By authority of the Board of Trustees, application has been made for a patent covering an improvement of the betatron by Dr. Gail D. Adams, Jr., Research Physicist in the College of Engineering, described as "Induction Accelerator Apparatus and Method" (United States Patent Office, Serial No.

607,416).

The Faculty Committee on Patents recommends that the Board authorize disclosure of this discovery to the Allis-Chalmers Company for the purpose of enabling that Company to decide whether or not it would be willing to proceed with the manufacture of the betatron under a license agreement with the University in view of the fact that the basic patent is owned by the General Electric Company. The Committee is not recommending at this time what license arrangements should be made with the Allis-Chalmers Company, as this question can best be considered if the Company decides it is prepared to proceed with the manufacture of the betatron with the Adams improvement. It is the judgment of the Committee that in view of the demand for such equipment by the medical profession and industry, the public interest would indicate that liberal licensing arrangements should be made with a manufacturer to facilitate placing this equipment on the market.

On motion of Mr. Davis, this disclosure was authorized.

APPOINTMENT OF ACTING HEAD OF THE DEPARTMENT OF MECHANICAL ENGINEERING

(3) I recommend that Professor Alonzo P. Kratz be appointed Acting Head of the Department of Mechanical Engineering beginning November 1, 1045, and continuing until further notice; and that he be given additional compensation at the rate of $500 a year during the period of service as Acting Head. This appointment is necessary because of the retirement of Professor O. A. Leutwiler. It has been impossible to select a permanent Head because so many of the candidates under consideration have been in various types of war service and have not been available.

On motion of Mr. Davis, this appointment was made as recommended.

APPOINTMENT O F DIRECTOR O F DIVISION OF SPECIAL SERVICES FOR WAR VETERANS

(4) The Board of Trustees on August 29 approved the appointment of Professor Arthur W. Clevenger, High School Visitor (who had just returned from military service as a Lieutenant Colonel in the Operations and Training Branch of the Army Service Forces), as Acting Director of the Division of Special Services for War Veterans during the absence of Dr. Sidney E. Glenn on account of illness. Subsequently it was necessary to relieve Professor Clevenger of his services as Acting Director because the High School Visitor's office had suffered severely through the resignation of one man and the illness of another, so that Professor Clevenger could not divide his time between the two positions without detriment to both. In the meantime, Doctor Glenn has requested that because of his health he be relieved of further responsibilities as Director of the Division of Special Services for War Veterans and that he be restored to his position as Associate Professor of English on a full-time basis. I have approved this change. Mr. H. W. Hannah, Associate Professor in the Department of Agricultural Economics, has been appointed Director of the Division of Special Services for War Veterans at an annual salary of $5,000 beginning October 22, 1945, and confirmation of this appointment is requested.

This matter was referred to the Committee on General Policy for consideration and report.
