by Best's Report had $18,575,218 surplus at December 31, 1943, and was rated A + (policy holders' rating) and A A A A A (financial rating) by Best's. Considering all factors involved, the Comptroller a n d Dean of Students recommend that the insurance for 1945-1946 be placed with t h e Employer's Liability Assurance Corporation with an option for renewal on the same basis for 1946-1947 if it proves satisfactory. The President of the University concurs in this recommendation. I t is important that this insurance be placed before the opening of t h e first semester of 1945-1946 ( t h e registration days are October 6 for freshmen, and October 8 and 9 for upperclassmen; instruction begins on October 10), and since some time is required to conclude the negotiations, t h e Comptroller has requested this office to present the matter to the Executive Committee by mail. I a m sending this letter in duplicate and am respectfully requesting that each member of the Executive Committee indicate his approval or disapproval on one copy of the recommendation and return it to this office. If all members of the Committee approve, the Business Office will place the insurance as recommended, and this action can be confirmed by t h e Committee the next time it meets. I should add that the Comptroller had previously presented this proposal to Mr. Kenney E. Williamson, because he is in the insurance business, for his advice, and Mr. Williamson replied as follows: "I am returning herewith the hospitalization material, and it looks all right to me. From what I have heard the Employer's Liability Assurance Corporation is perfectly reliable." Respectfully yours,

On motion of Mr. Davis, this recommendation was adopted and the Comptroller was authorized to place the insurance with the Employer's Liability Assurance Corporation, Limited, for one year only, with no automatic provision for renewal on the same basis for 1946-1947 if the policy proves satisfactory. It was the judgment of the Committee that no insurance policy should be renewed without prior authorization by the Board or its Executive Committee. E x p e n s e of D e d i c a t i o n of A i r p o r t On motion of Mr. Davis, an appropriation of $8,000 was made from the General Reserve Fund for the expense of the dedication of the airport. MATTERS PRESENTED BY PRESIDENT WILLARD

The Board considered the following matters presented by the President of the University.

APPOINTMENTS TO UNIVERSITY O F ILLINOIS GENERAL ADVISORY COMMITTEE (1) O n March 13, 1945, the Board approved a recommendation from its General Policy Committee that the personnel of the University of Illinois General Advisory Committee be increased and that all other University, College, and Departmental advisory committees be included with this group as collateral or subcommittees. On May 12, 1945, I submitted nominations for additional appointments to the General Advisory Committee in line with the previous action of t h e Board. The Board deferred action with the suggestion that consideration be given to more appointments from downstate Illinois. I t w a s also suggested that members of the Board of Trustees could recommend candidates. I now submit the following nominations for additional appointments to the General Advisory Committee, including individuals recommended by the Board of Trustees.
