Thursday, October 18, 1045. T h e following members of the Committee were present: Mr. P a r k Livingston, Chairman, Mr. Chester R. Davis, and Dr. Karl A. Meyer; also, President A r t h u r C. Willard, and Mr. H . E. Cunningham, Secretary. T h e Committee considered the following matters presented to it by the President of the University: Funds for Remodeling Old P o w e r Plant Building A recommendation that an assignment of $4,200 be made from the General Reserve Fund for the preparation of plans, specifications, and estimates and for professional services for remodeling the Old Power Plant Building for the use of certain space therein for the Naval Reserve Officers Training Corps. On motion of Mr. Davis, this appropriation was made by the following vote: Aye, Mr. Livingston, Mr. Davis, Dr. Meyer. On April 29, 1043, the Board of Trustees authorized the adoption of a uniform hospital and medical service plan for students on the Urbana campus, to be effective at the beginning of the fall term of 1943, and the assessment of a fee of $5.00 per semester, or a prorated amount for terms of different lengths, to be paid by all students. The Board also authorized the carrying of insurance to cover the University's obligations under this plan for a period of two or three years. It is the judgment of the Comptroller, the Legal Counsel, and the Dean of Students that the University should continue to insure this obligation. Because the hospital fee is established at $5.00 per semester, instead of asking for premium quotations, thirty-one agents were requested to quote the amount of benefits that the insurance company would supply for a premium of $4.75, the balance of 25^ being retained by the University to cover clerical costs. Quotations were received from fifteen companies or agents. A copy of the Purchasing Agent's "Recommendation for Purchase" of this insurance which includes a list of all quotations received is enclosed. T h e Northern Illinois Hospital Service offers greater benefits in the aggregate than the Employer's Liability Assurance Corporation. T h e former, however, is an incorporated association operated not for profit, and at December 31, IQ 43, quoting Best's Insurance Report, its surplus amounted to $74,339- Hospital associations are not given a policy holder's or a financial rating by Best's. Physician's fees will be insured by the Northern Illinois Hospital Service with the Continental Casualty Company, which had a surplus of $17,627,142 at December 31, 1043 and carries a rating of A + (policy holders) and A A A A A (financial) by Best's.
