Mr. Moore was for many years prominently active in the civic, business, and educational life of Monticello, Illinois, his home, as a manufacturer, banker, and philanthropist. H e contributed generously to the welfare and advancement of his home community. H e served as mayor of his city, as a Trustee of the University of Illinois from 1009 to 1015, and as Congressman from the Nineteenth Congressional District of Illinois from 1920 to 1924. Be it resolved that this tribute to a former colleague be recorded in the minutes of the Board and that copies of this resolution be sent by the Secretary to the surviving members of his family as an expression of the sympathy of the Board in their loss.

On motion of Mr. Fornof, this tribute was unanimously adopted.

SERVICES OF DR. MAUDE L. ETHEREDGE

On motion of Mrs. Grigsby, the Board made record of its appreciation of the services to the women of the University of Dr. Maude L. Etheredge as Professor of Hygiene and Adviser in charge of the Woman's Division of the Health Service.

EXECUTIVE SESSION

The Board in executive session continued its consideration of matters presented by the President of the University and by its committees.

PURCHASE OF LAND FOR HOME RESEARCH CENTER (21) On June 30, 1045, the Board of Trustees appropriated $50,000 from the General Reserve Fund for the development of the H o m e Research Center and allocated $20,500 for the purchase of three lots on Armory Avenue in Champaign. T h e total cost of acquiring these properties, including brokerage fees, was $21,750, and I therefore recommend that the Board authorize an increase of $1,250 in the allocation of funds for the acquisition of these properties. This is an adjustment within the appropriation of $50,000 already made and will not require additional funds. O n m o t i o n of M r . F o r n o f , this t r a n s f e r w a s a p p r o v e d . PATENTABLE DISCOVERIES (22) T h e Faculty Committee on Patents submits the following recommendations: 1. That Professor Donald W . Kerst of the Department of Physics be authorized to confer with Patent Counsel for the University on a development of the betatron which would double the output and reduce the cost thereof, and that the University file application for a patent on the same if in the opinion of Patent Counsel the development possesses sufficient novelty. This device appears to be of considerable importance in connection with the development of the betatron and immediate action is desirable. 2. T h a t the Board of Trustees release to the United States Government four inventions made by Mr. Joseph A. Peck, assigned by the National Defense Research Committee Transition Office to assist in confidential research work on military problems under the supervision of Professor H . F . Johnstone of the Department of Chemistry. Mr. Peck is not employed by the University, but since his work was done under supervision of a member of its staff it is necessary that the University file the records of his inventions. Since these inventions are munitions devices useful only for military purposes, Professor Johnstone and the Committee on Patents recommend their release. I concur.

On motion of Mr. Fornof, these recommendations were adopted.

APPOINTMENT OF DIRECTOR OF INSTITUTE OF AERONAUTICS (23) I recommend that the Board of Trustees authorize the appointment of Commander Allan F. Bonnalie, United States Naval Reserve, as Director of the Institute of Aeronautics on part time at a salary of $7,000 a year, effective whenever he can report for duty.
