ATTORNEY FOR UNIVERSITY IN REGISTRY AND TRANSFER OF CATTLE

(19) In connection with the registry and transfer of purebred Jersey cattle owned by the University, certain papers must be signed and filed with the American Jersey Cattle Club, 324 West Twenty-third Street, New York 11, New York. For many years Professor W. W. Yapp of the Dairy Husbandry Department, who is in charge of the dairy herds, has signed these papers, but recently the American Jersey Cattle Club raised the question of the legality of his signature as representative of the owner. The Secretary of the Board then undertook to sign such documents, but the Cattle Club is not satisfied with this and asks that a formal power of attorney be executed. Legal Counsel for the University has recommended that Professor Yapp be designated by the Board of Trustees as "attorney in fact" for the University in this matter and for this limited purpose. An alternative would be to designate the Secretary of the Board of Trustees. In either case the Board should ratify and confirm any and all documents signed by either of these officers. The American Jersey Cattle Club has submitted a form of Power of Attorney for this purpose which is hereby given to the Secretary of the Board. O n motion of M r . McLaughlin, Professor W . W . Yapp was designated as "attorney in fact" for this limited purpose, and all his previous actions in signing papers for the registry of dairy cattle for transmittal to the American Jersey Cattle Club were approved and confirmed, and the Secretary was authorized to execute for the Board the power of attorney in the form required.

FEDERAL BANKHEAD-FLANNAGAN F U N D S

(20) Subsequent to the preparation of the internal budget for 1945-1946, the University was informed by the United States Department of Agriculture that the funds for Emergency War Food Administration (Minutes, page 733) for the period July 1, 1945-June 30, 1946, would not be available, but that with the passage of Federal legislation authorizing Bankhead-Flannagan Funds that it would be satisfactory to transfer the Emergency War Food Administration budget to Bankhead-Flannagan Funds. The following budget is submitted for Bankhead-Flannagan Funds: Salaries (including appointment of Paul D. Beamer as Emergency War Food Assistant at $4,000, and provision for other Assistants, Home Advisers, and clerical help, appointments to be approved by the President) $109 600 General departmental expense 600 Travel 14 570 Total $124 770 The foregoing budget has been submitted by Dean and Director H. P. Rusk and has been reviewed by the Comptroller. I recommend its approval, subject to adjustment within the total, and its substitution for the Emergency War Food Administration Budget previously submitted in the internal budget for 1945-1946. O n motion of Mr. Fornof, this budget was approved as recommended, by the following vote: Aye, Mr. Fornof, M r s . Grigsby, Mr. Livingston, D r . Luken, M r . McLaughlin, D r . Meyer, M r . Williamson; no, none; absent, Mr. Davis, Mr. Green, M r . McKelvey.
