Operation of the Ice Rink with an estimated income of $28,000 is included in the new budget. The provision for plant maintenance is increased from $20,000 to $35,000. The budget has been reviewed in detail by the Comptroller. All salaries have been reviewed by the President, and those paid jointly by the Athletic Association and the School of Physical Education are concurred in by Director Staley. I recommend that this budget be approved and that the President of the University be authorized to make such changes and adjustments as are necessary, including new appointments and acceptance of resignations, as are recommended by the Board of Directors of the Athletic Association, within the total estimated income.

On motion of Mr. Fornof, this budget was approved as recommended.

ACQUISITION OF PROPERTY IN URBANA

(8) The Board of Trustees on June 30, 1045, authorized the purchase of the property at 1105 West Green Street and the adjoining property at 1110 West Illinois Street. This is improved real estate, and the land is needed as part of a site selected for the construction of residence halls for married students, particularly returning veterans. The conservator of the estate of the owner of this property has stated that it is producing sufficient income to provide for the owner's needs and that it is not necessary to sell the property for reinvestment purposes. Because of this, it is the judgment of the conservator that he does not have the power under the law to sell the property. Under the circumstances the Legal Counsel for the University recommends proceedings under eminent domain be instituted by the Board of Trustees and has prepared the following resolution for formal action to this effect: Be it resolved by the Board of Trustees of the University of Illinois that the following described real estate, viz.: The East eighty-five (85) feet of Lot Eleven (11) of W. M. Goodwin's Addition to the City of Urbana in Champaign County, State of Illinois, being in the West One-Half ( W ^ ) of the Northeast Quarter ( N E ^ ) of the Northeast Quarter (NEJ4) of Section Eighteen (18) in Township Nineteen (19) North, Range Nine (9) East of the Third Principal Meridian. is needed by the University of Illinois for educational purposes of said University and to enable it to discharge its duties to the public, and since funds available for the purchase of said real estate have been appropriated by the Legislature of the State of Illinois, and said Board of -Trustees is unable to agree with the owner of said lands, or her Conservator, for the purchase thereof and the compensation to be paid therefor, that appropriate proceedings- in eminent domain be instituted and prosecuted to final judgment to obtain said lands and real estate by the Board of Trustees of the University of Illinois for educational purposes of said University of Illinois, and that all necessary and appropriate means to that end be adopted, had and taken. O n motion of D r . Meyer, these recommendations were adopted.

LICENSING OF-PATENTS

(9) The present standard form of "Agreement for Cooperative Investigation" used for research investigations sponsored by private industries and other agencies includes the following provisions relating to patentable discoveries which are in accordance with the present policy and regulations of the Board of Trustees governing such matters: "(7) It is agreed that all results of experimental work, including patentable discoveries, carried on under the direction of the scientific staff of the University, belong to the University and to the public and shall be used and controlled so as to produce the greatest benefits to the public.
