ADMINISTRATION OF GENERAL PROGRAM OF AERONAUTICS (16) At the meeting of the Board on July 18 the President of the Universitywas requested to submit a formal recommendation from the Advisory Board on Aeronautics 1 with respect to the administration of the over-all University program of aeronautics. This matter was discussed at the first meeting of the Advisory Board, held on J u n e 30, 1044. T h e tenor of this discussion was in favor of an organization which would cut across college and departmental lines. In other words, the Advisory Board proposed a general University organization to administer the over-all program of education and research in aeronautics, including the operation of the University of Illinois A i r p o r t Such an organization would be somewhat analogous to the place of the Graduate School in the University's organization; the Graduate School has administrative supervision over graduate educational and research programs, although these programs are offered in departments administered by other colleges of the University. At subsequent meetings of the Advisory Board on Aeronautics held on October 27 and 28, 1044, and on January 29 and 30, 1045, this matter was given thorough consideration. T h e Advisory Board on Aeronautics unanimously recommends that the Board of Trustees establish " T h e Aeronautical Institute of the University of Illinois" to be organized and administered as described below.

ORGANIZATION AND ADMINISTRATION OF AERONAUTICAL INSTITUTE

T h e Aeronautical Institute of the University of Illinois shall be an administrative agency responsible for the fostering and correlation of the educational and research activities related to aviation in all parts of the University. It shall consist of an executive committee and a director. T h e executive committee shall be appointed by the President, and shall be composed of members selected from the departments having a part in the program of education and research in aviation. T h e director of the Aeronautical Institute shall be ex-omcio a member and chairman of the committee. T h e director shall be the executive officer of the Institute, including the Airport, and shall be responsible to the President for its administration. His duties shall be as follows: 1. H e shall be responsible for the fostering and correlation of the educational and research activities related to aviation in all parts of the University. 2. H e shall serve as the medium of communication for all official business of the Institute and the Airport with other University authorities and the public. 3. H e shall be responsible for the administration and for the educational and research use of the Airport. 4. H e shall represent the Institute in conferences. 5. H e shall prepare a budget of the Institute, including the Airport, in consultation with the executive committee of the Institute. T h e Advisory Board on Aeronautics also recommended unanimously the following policy for developing the building program at the University of Illinois Airport:

BUILDING PROGRAM POLICY

In the formulation and development of any building improvement program at the University of Illinois Airport it is essential to bear in mind that the Airport was conceived and justified and is being constructed as a University educational facility.

*The Advisory Board on Aeronautics was authorized by the Board of Trustees on March 14, 1944 (Minutes, pages 905-906). The members of the Advisory Board are: Dr. Baldwin M. Woods, Professor of Mechanical Engineering and Director of University Extension, University of California (Chairman); Commander Allan F. Bonnalie, Bureau of Aeronautics, Navy Department; Dr. Bruce Uthus, Director, Aviation Education Service, .Civil Aeronautics Administration; Mr. W. T. Blanchard, General Manager, Aeroproducts Division, General Motors Corporation; Colonel A. D. Tuttle, Medical Director, United Air Lines Transport Corporation; Mr. L. R. Inwood, Executive Assistant, Transcontinental and Western Air, Incorporated; Mr. A. E. Smith, Chief Engineer, Pratt-Whitney Corporation of Missouri; Mr. J. E. Schaefer, Vice-President, Boeing Airplane Company, Wichita Division. Doctor Woods was also appointed by the Board of Trustees as Consultant on Aeronautics.
