positions during the war shall be employed only on a temporary basis and that any persons formerly employed, upon return from service in the armed forces, should be restored to their former positions if they so request and incumbents placed on an eligible register for future employment. T h e University was inadvertently excluded from these provisions. T h e University Civil Service Committee has recommended that an effort be made to secure a further amendment to the civil service law which would extend the above-described provisions to the University civil service. I concur in this recommendation and request that authorization be given to draft such an amendment and endeavor to secure its passage at the coming session of the General Assembly.

On motion of Mr. Karraker, authority was given as recommended.

ADDITION TO CONTRACT FOR ARCHITECTURAL A N D ENGINEERING SERVICES FOR BUILDING STUDIES (9) T h e Executive Committee of the Board of Trustees, at its meeting on May 9, 1944 (Minutes, p. 942), authorized the execution of a contract with Graham, Anderson, Probst, and White for a survey of mechanical and electrical services of ten buildings on the Urbana campus, with an amount stated as $14,500, but with the understanding that these services were to be negotiated on a cost-plus basis, and expenditures not to exceed the amount quoted. In arriving at a sum for their services, it was agreed that alternative solutions for the various improvements suggested were to be discussed in the reports, but the cost of such alternatives would not have to be estimated. As we have gone further into the problem with Graham, Anderson, Probst, and White, we recognize that at Urbana the cost of the alternate solutions should also be estimated, due to the alternate uses that may ultimately be made of the buildings, their age, and the current use made of them. T h e work of the architects has not gone far enough for them to determine if there will be a balance available under the present contract for this additional work. Assuming that there will not be a balance, Graham, Anderson, Probst, and White have estimated that the additional work will cost approximately $2,000. I recommend that the Comptroller and Secretary of the Board be granted authority to execute an amendment to the original contract, increasing the maximum total of the contract to $16,500. F u n d s for this addition in the amount of $2,000 will be provided from the current Physical Plant Operation and Maintenance budget.

On motion of Mr. Nickell, authority was given as recommended.

REMODELING LOCOMOTIVE LABORATORY AS AN AERONAUTICAL ENGINEERING LABORATORY (10) T h e Dean of the College of Engineering and the Director of the Physical Plant Department have recommended that the Locomotive Laboratory be remodeled for use primarily as a laboratory of aeronautical engineering. Details of complete remodeling have not been worked out but certain changes have been outlined and a r e needed at this time in order to provide needed offices and workrooms. T h e total cost of the project is estimated at $12,000, of which $6,188 relates to removal of present equipment and changes incident to the Brake Shoe Laboratory, which will be retained in the building. T h e remainder, $5,812, relates directly to the facilities for the aeronautical program and may be properly charged to the special state appropriation of $500,000 for Aeronautical Engineering and Airport Facilities. I request approval of this project, the allotment of $5,812 from the special state appropriation, and an appropriation of $6,188 from the General Reserve Fund. Bids have been taken from outside contractors on the general work, a schedule of which is attached. I recommend an award to the lowest bidder, Corkery & Siems, for a total of $6,095, including all alternates, and that authority be given to the Comptroller and the Secretary of the Board to execute this contract.
