d. T h e work contracted for by the Civil Aeronautics Administration will be entirely completed by December -ro, 1944. 6. Watchman. Under date of November 24, 1944, I wrote you a letter Concerning the employment of a watchman and general handy man over the winter. I recommend that steps be taken in this direction to avoid loss and damage. 7. Seeding and Sodding. The Civil Aeronautics Administration has offered no information in regard to the seeding arid sodding of the airfield except for a request from Mr. Schofield that we determine how much of the area we desire to have seeded. I have taken up with the College of Agriculture the matter of their developing approximately 80 acres in the south triangle for the production of alfalfa. I advised Mr. Schofield o f this arrangement, but it is necessary that the College of Agriculture reach a decision in regard to their desires in this connection. 8. Lighting. No further progress has been made in connection with arrangements with the Civil Aeronautics Administration to install and pay for the required field lighting. It is my plan to go to Washington within the next two weeks to take up this matter, as well as that of seeding and sodding, with the Administrator of the C.A.A. 9. Specific Recommendations for Future Action. a. That immediate decisions be made in connection with buildings, railway spur, purchase of well, and acceptance of road gravel. These items all affect the contractors who are leaving the site, and must have positive answers at once. b. That the eastern drainage ditch be covered this winter while contractors' equipment is on hand. c. That negotiations with the C.A.A. in Washington regarding the field lighting and seeding and sodding be entered into the early part of December. d. That an early decision be reached in regard to the type and amount of construction of buildings and utilities to be provided under the existing $500,000 appropriation of 1943. e. T h a t a careful scrutiny be made of the capital and operating budget for the 1945-47 biennium in order to be certain that the widely advertised program for aviation education and research may be properly implemented, that the obligations of the University contained in the A P - 4 resolution passed by the Board of Trustees on January 26, 1944 may be satisfactorily fulfilled, and in order that the economic independence of the Airport may be realized at the earliest possible moment. f. T h a t a watchman and handy man be employed to protect a $1,500,000 investment over the winter, and to provide for the performance of incidental work necessary to protect the interest of the University. g. Since the realization of the University of Illinois Airport has come about through the efforts of yourself and the Board of Trustees as now constituted, I think that it should be memorialized in some manner, either through the construction of a gateway a n d / o r an appropriate tablet. h. That approximately 80 acres in the south triangle be devoted to the raising of alfalfa under the supervision of the College of Agriculture. 10. Airport Zoning. I discovered a defect in the zoning ordinance in that it had been passed by the County Board of Supervisors on June 12, 1944, but the approach plans were approved by the Illinois Aeronautics Commission on June 15, 1944. T h e latter action should have preceded the former. I, therefore, requested the County Board of Supervisors to rescind their action of June 12, 1944, and repass the ordinance. This was done on November 16, 1944, so that the ordinance is now in full force and effect.
