(23) The Comptroller presents his quarterly reports to the Board as of June 30 and September 30, 1944. Copies of these reports were sent to all members of the Board (the June 30 report was sent on September 25, and the September 30 report on November 9) but they have not heretofore been presented for official record.

PURCHASE OF FACILITIES AT UNIVERSITY OF ILLINOIS AIRPORT

(25) The contractors for the University of Illinois Airport constructed an office building and a mess hall (for their employees), and the Illinois Central Railroad constructed a spur track from its main line to the field. The University's Supervising Engineer for the construction of the Airport and the Dean of the College of Engineering recommend that: 1. The University purchase the office building and the mess hall from the Johnson-Greene Company. The price of the office building is $275, but the cost of the mess hall is not yet known. This recommendation, therefore, is contingent on a reasonable price for the latter building, but definite in regard to the office building. 2. The University acquire rights to the spur track, and that the Cooke Contracting Company be requested to leave the unloading pit in place. The present spur track should be removed from its western terminus to a point at or near the place it intersects the grading limits of the field, as established by Civil Aeronautics Administration plans. This will require negotiation with the General Paving Company and the Illinois Central Railroad Company. 3. The University accept the Contractor's offer to give to the University, free of charge, the stock pile of road gravel now located in the building area. 4. The University purchase the Contractor's well, located at Savoy, Illinois, and that a, decision be reached as to the amount the University will offer to the Contractor for the installation, including the well house. The Contractor's representative advised that they had an investment of approximately $1,650 in the well, and $650 in exploratory test holes, making a total of $2,300. The inherent value of the well to the Contractor is in the salvage value of the casing, the drop pipe, and the screen. I recommend that the Board authorize these purchases. When negotiations have been completed they will be reported to the Board for an appropriation of whatever amount is necessary.

On motion of Mr, McKelvey, negotiations for these purchases were authorized.
