On motion of Mr. McKelvey, these committees were appointed as recommended.

A P P O I N T M E N T O F A L I E N S T O T H E FACULTY (13) The Dean of the College of Engineering recommends the following appointments to the faculty of non-citizens as an exception to the University's policy because of their special qualifications and the impossibility of securing citizens Qualified for these positions: Mr. MEHMET VEDAT URUL, Research Assistant on one-fourth time in the Engineering Experiment Station (Civil Engineering Testing) for eight months from November 1, 1944, at a salary of $37.50 a month. Mr. A L I AKSEL, Research Graduate Assistant on one-half time in the Engineering Experiment Station (Civil Engineering) for eight months from November 1, 1944, at a salary of $75 a month. Mr. ORHAN MEHMET BAYCU, Research Graduate Assistant in Civil Engineering, on one-half time, from November 16, 1944, through May 31, 1945, at a salary of $87.50 a month. These gentlemen are citizens of Turkey and have come to the University of Illinois for graduate study. On completion of their studies they propose to return to their native country, so that they are not applying for naturalization as citizens of the United States. It should be noted that these appointments are for definitely limited periods. It is not proposed to recommend foreign students for appointments to such assistantships when American students are available, but at present it is impossible to find such men. Important research programs will be handicapped if these research assistantships are not filled. I concur in these recommendations.

On motion of Mr. Davis, these appointments were authorized as recommended, on condition of signature of the usual statement in lieu of the oath of allegiance.

LEAVE O F A B S E N C E F O R D I R E C T O R S E W A R D C . STALEY (14) T h e Special Services Division of the W a r Department has requested the services of Director Seward C. Staley of the School of Physical Education to head an overseas sports clinic and to assist in the development of a sports program for troops in the overseas theatre of operations. T h e W a r Department requests that Director Staley be given a ninety-day leave of absence effective approximately December 15. Director Staley feels he should accept this assignment and if he is given leave he recommends that Assistant Professor C. O. Jackson be made Acting Director of the School of Physical Education during his absence. I recommend that Director Staley be given a leave of absence without pay for a period of ninety days to become effective when he is called for this special service, and I concur in the recommendation that Professor Jackson be named Acting Director of the School of Physical Education during the Director's absence.

On motion of Mr. Jensen, leave was granted to Director Staley as recommended; the matter of the appointment of an Acting Director of the School of Physical Education during the ninety-day period was referred, with power to act, to the committee on Athletic Activities in conference with the President of the University; and this committee was requested to discuss with the President of the University the matter of uniting the School of Physical Education and intercollegiate athletics under a single head, and report to the Board.

LEAVES O F ABSENCE (15) A recommendation that the following leaves of absence be granted members of the staff for the reasons and periods and under the conditions indicated in each case, which are in accordance with the regulations of the Board governing such leaves.
