APPOINTMENT OF W . L. EVER1TT AS PROFESSOR A N D HEAD OF THE DEPARTMENT OF ELECTRICAL ENGINEERING (43) T h e Dean of the College of Engineering recommends the appointment of Dr. W . L . Everitt, Professor of Electrical Engineering at Ohio State University, now on leave of absence for service as Chief of Operational Research in the Office of the Chief Signal Officer of the W a r Department, as Professor and H e a d of the Department of Electrical Engineering on indefinite tenure at an annual salary of $10,000 beginning September I, 1944. Since Doctor Everitt is not available for immediate service, I recommend his appointment as Professor and Head of the Department of Electrical Engineering without salary, for one year from September 1, 1944, with the understanding that he will be given an appointment on salary later. T h e appointment without salary, effective September I, is being recommended to give Doctor Everitt official status as a member of the University staff. This is desirable so that he can be consulted about the development of educational and research programs and so that he can deal authoritatively in negotiating with candidates for future appointments as members of the Department of Electrical Engineering. O n motion recommended. of Dr. Meyer, this appointment was authorized as

TRANSFER OF ANIMAL PATHOLOGY STAFF FROM STATE DEPARTMENT OF AGRICULTURE TO UNIVERSITY (44) T h e budget of the State Department of Agriculture, Division of Livestock Industry, includes the salaries of a number of persons assigned to and working under the direction of the University Department of Animal Pathology and Hygiene in the College of Agriculture. These p&rsons are located at the University and are appointed by the University, their salaries being paid by the State Department of Agriculture. Certain wage and expense items also are included, the total being approximately $30,000 a year. Dean Rusk has recommended, and the Comptroller concurs, that the University request the transfer of present allotments in the State Department of Agriculture budget for these purposes to the University appropriation beginning with the biennium 1045-1947. I concur in this recommendation and request approval at this time for purposes of preparation of the biennial budget.

On motion of Mr. Davis, the President of the University was authorized to request this transfer as recommended.

APPOINTMENT OF DEAN OF COLLEGE OF COMMERCE AND BUSINESS ADMINISTRATION (45) I recommend that Professor H i r a m T . Scovill, Professor of Accountancy, H e a d of the Department of Business Organization and Operation, and Acting Dean of the College of Commerce and Business Administration since March, 1942, be appointed Professor of Accountancy on indefinite tenure and Dean of the College of Commerce and Business Administration, effective September I, 1044, at a salary of $8,750.

On motion of Mr. Davis, this recommendation was disapproved, and the President of the University was requested to recommend an outstanding man, not at present on the University staff, for the deanship of the College of Commerce and Business Administration.

APPOINTMENT OF PROFESSOR COLEMAN R. GRIFFITH AS PROVOST (46) A recommendation that Dr. Coleman R. Griffith, now Professor of Education and Director of the Bureau of Institutional Research, be appointed to the position of Professor of Education on indefinite tenure, and Provost of the University from October 1, 1044, through August 31, 1045, at a total salary rate of $9,000 a year for such service, effective October I, 1944. This appointment is to fill the vacancy created by the resignation of Dean Albert J. H a m o of the College of L a w as Provost. T h e position of Director of the Bureau of Institutional Research will remain vacant for t h e time being.
