Mrs. O'Connor, through her counsel, has indicated that she would accept complete settlement of the case on the following basis: Compensation for time lost as provided by the Workmen's Compensation Act $ 712 96 Expense of a permanent glass eye (estimated) So 00 Compensation for the loss of the eye in accordance with the W o r k men's Compensation Act (cash settlement) 1 291 86 Mrs. O'Connor has been paid for time lost from the regular appropriation for Injuries to Employees and is entitled to receive additional disability compensation from the University Retirement System in the amount of $229.59. A special appropriation of $1,291.86 only is required for the compensation for the loss of the eye. T h e Committee on Accident Compensation recommends that this settlement be approved and that the needed additional appropriation be made. I concur and recommend a special appropriation of $1,291.86 from the General Reserve Fund. O n m o t i o n of M r . ASSESSMENT OF UNIVERSITY BUILDINGS FOR GENERAL PROPERTY TAXES (41) On May 16, 1042 (Minutes, page 874), the Board was informed that the assessors of Champaign and Cunningham Townships in the County of Champaign had assessed the Men's Residence Halls and the Illini Union Building for general property taxes. T h e Board authorized the University Counsel to take any steps necessary to assist the University of Illinois Foundation (the title to these buildings is in the Foundation) in having the property removed from assessment rolls. This matter was litigated in the County Court of Champaign County and a report was made on it to the Board on June 22, 1944 (Minutes, page 1002). T h e decision of the court upheld the objections of the University and the Foundation, but the Champaign County Board of Supervisors decided to appeal the case to the Supreme Court of Illinois. T h e assessments for the years involved (1042, 1943, and 1944) aggregate approximately $80,000. T h e briefs of the State's Attorney of Champaign County and of the University of Illinois and University of Illinois Foundation have been filed in the Supreme Court. The case was set for oral argument on September 25 and a decision should be forthcoming at the November term. Judge Sveinbjorn Johnson has been serving as counsel for the University and for the University of Illinois Foundation in this matter from the beginning. H e has prepared and filed in the Supreme Court the brief of the University and the Foundation. Since he is so thoroughly familiar with this case and it would be practically impossible for any other attorney to take it over effectively, I recommend that he be authorized to continue as special counsel even though he is no longer in the active service of the University. O n m o t i o n of D r . M e y e r , t h i s r e c o m m e n d a t i o n w a s a d o p t e d . LEAVE OF ABSENCE FOR F. J . KEILHOLZ (42) Last year the Board of Trustees approved a leave of absence for Mr. F. J. Keilholz, Extension Editor and Associate Professor of Agricultural Extension, for the period of December 1, 1943, through November 30, 1944, so that he might join the Curtis Publishing Company as associate editor of Country Gentleman. Mr. Keilholz has requested an extension of this leave for one year more, in a letter of August 10, 1944, transmitted through the Dean of the College of Agriculture, copy of which is hereby given to the Secretary of the Board for record. Dean Rusk does not approve this request because the temporary arrangement made for carrying on the work of the Extension Editor is not satisfactory. I recommend that the request for an extension of leave be not approved.

On motion of Dr. Meyer, this request for extension of leave was denied.
