AUTHORITY (34) A recommendation that the the Commencement Exercises on have qualified and will have been Senate.

TO CONFER DEGREES President be authorized to confer degrees at October I, 1944, on those candidates who will recommended for the same by the University

On motion of Mr. Jensen, this authority was granted as recommended.

LEGAL SERVICES FOR T H E UNIVERSITY (35) I recommend that the Board of Trustees authorize the following provisions for legal services: 1. Dean Albert J. H a r n o of the College of Law to serve as legal counsel. All legal questions will be submitted to him for attention, except as indicated below. H e will handle all routine matters except those which have been assigned to special counsel by the Board of Trustees. H e has resigned as Provost of the University which relieves him for this work. 2. T h e College of Law faculty to supply such other legal services as may be necessary in routine University business, on assignment by the Dean, and specifically ( a ) Professor Russell N. Sullivan to deal with matters relating to Civil Service, (b) Professor George W . Goble to deal with matters, relating to retirement and disability. 3. In all cases where it is possible to secure approval by the Board of Trustees or Executive Committee in advance, a recommendation will be made for the employment of local or special counsel, but it is desirable to have authorization to employ counsel in emergencies and in minor matters.

On motion of Mr. Davis, these arrangements were approved.

LEGAL SERVICES FOR AIRPORT (36) Chapman and Cutler, Chicago, have rendered a bill for recent services and expenses relating to the Airport amounting to $1,355.80 (Minutes, July 28, 1043, page 450). T h e bill has been checked by Supervising Engineer Doland and the Comptroller, who advise that these services have been rendered. The Comptroller recommends a special appropriation to cover this bill, from the General Reserve Fund, since money is not available for this expenditure in appropriations previously made. I concur and recommend approval.

On motion of Dr. Meyer, the payment of this bill was authorized. The appropriation was made by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Karraker, Mr. Livingston, Mr. McKelvey, Dr. Meyer; no, none; absent, Mr. Green, Dr. Luken, Mr. Nickell.

APPROPRIATION FOR ALUMNI RELATIONS AND RECORDS AND FOR ILLINOIS ALUMNI NEWS (37) T h e Alumni Association has requested an appropriation of $5,000 for alumni activities for the current fiscal year ending J u n e 30, 1045, to meet the following specific needs: (1) rehabilitation of the Alumni R e c o r d s ; (2) increase in size of the Illinois Alumni News, to provide space for news and particularly items of interest to alumni in the armed forces; and (3) increased services required of the Illini Center in Chicago. I recommend that an emergency appropriation of $5,000 be made to Alumni Relations and Records from the General Reserve Fund for the purposes indicated. I further recommend that an appropriation of $3,000 be made from the General Reserve Fund for sending a special Christmas-New Year's edition of the Illinois Alumni News to all alumni in the service of the armed forces. This would not replace one of the regular issues of the Illinois Alumni News but would be a special edition devoted to articles and news stories written especially for the alumni in military service. T h e edition would also be a Christmas and New Year's greeting from the University. This is a recommendation from the President of the University and does not come from the Alumni Association.
