BOARD OF TRUSTEES EXECUTIVE SESSION

In executive session, the Board continued its consideration of matters presented by the President of the University.

APPROPRIATION FOR PURCHASE OF NAVY PROPERTY IN CONNECTION W I T H TERMINATION OF SIGNAL AND DIESEL SCHOOL CONTRACTS (29) The Comptroller reports,that during recent negotiations with the United States Navy concerning the termination of contracts.between the University and the Navy covering the operation of the Signal and Diesel Schools on the Urbana campus, the Navy made a tentative offer to the University to abandon certain government property now on the campus on payment by the University of the sum of $25,000. The property involved covers certain construction work done by the University and paid for by the Navy, as well as such items as lighting fixtures, plumbing fixtures, electrical motors, and items of similar nature. The proposal made by, the Navy was that property of this nature in connection with the Signal School which cost approximately $120,800 be sold to the University for $15,000, and property in connection with the Diesel School which cost $62400 be sold to the University for $10,000. All of these items are items which can ultimately be used by the University, and the Director of the Physical Plant recommends that the offer be accepted and the Comptroller concurs in this proposal. I recommend that an appropriation of $25,000 be made from the General Reserve Fund for the purchase of this equipment and that the Comptroller and the Secretary of the Board be authorized to enter into a contract to purchase this equipment, if the tentative offer made by the Navy negotiators is made final.

On motion of Mr. Jensen, authority was granted as recommended, and the appropriation was made, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Karraker, Mr. Livingston, Mr. McKelvev, Dr. Meyer; no, none; absent, Mr. Green, Dr. Luken, Mr. Nickell. '

REPORT FROM THE COMMITTEE ON PATENTS ON DISCOVERIES RESULTING FROM RESEARCH WORK UNDER GOVERNMENT CONTRACTS (30) T h e University Committee on Patents has considered the following discoveries resulting from confidential research work on military problems by members of the faculty under contracts with the United States Government: Contract No. NDCre-48; inventors, Professor Roger Adams and Professor C. S. Marvel; nitrohydantoin and process; nitromethylhydantoin and process; n-nitrodimethylhydantoin and process; dinitrodiketopiperazine and process; n,n'dinitrodimethylhydantoin and process; dinitrodimethyldiketoptperazirie and process. Under its contract with the Government the University may elect whether it will file applications for patents on these discoveries, in which case it must grant the United States Government a non-exclusive royalty-free license. The University has been advised that the Government does not desire to file applications for patents on its behalf. T h e discoverers have advised that these compounds and processes were developed in research work in connection with explosives, but none of them has proved to have any value in this field. Neither inventor is interested in making applications for patents in his behalf. The University Committee on Patents recommends that the University do not apply for patents.

On motion of Mr. Karraker, this recommendation was adopted.

OPTION ON LOT 7 6 IN COLLEGE PLACE A D D I T I O N , CHAMPAIGN (31) T h e Director of the Physical Plant Department recommends the purchase of Lot 76 in College Place Addition to the City of Champaign at a price of $6,900, plus brokerage and other costs of acquisition.
