ANNUAL REPORT ON CARTER-PENNELL FARMS (23) T h e Dean of the College of Agriculture submits the annual report of the Carter-Pennell F a r m s covering the farm year, March 1, 1943, to February 29, 1944. This report covers the operations of two farms in Vermilion County held by the Board of Trustees of the University in trust, and the net proceeds are used as a loan fund to aid students. The net income of the two farms for the year was $3,554.39, which except for the preceding year was the largest net income that the University has received during the twenty-one years it has owned the farms. T h e operating account now has a cash balance of $9,142.37. Professor M. L. Mosher, who was in charge of the farms last year, recommends that $4,500 of the cash reserve be transferred to the Student Loan Fund. T h e remaining balance of $4,642.37, plus the value of salable crops and livestock on hand, amounting to $2,297.37, will make an ample reserve to provide for operating expenses and all improvements needed in the near future. REMODELING OF LOCOMOTIVE TESTING LABORATORY (24) T h e Dean of the College of Engineering recommends that the Locomotive Testing Laboratory be remodeled for the use of the Department of Aeronautical Engineering and that the name of this building be changed to "Aeronautical Engineering Laboratory." I concur.

On motion of Mr. Davis, these recommendations were approved.

REMOVAL OF ARMY EQUIPMENT FROM ICE SKATING RINK (25) T h e Comptroller reports that the United States Army authorized the University to remove Army equipment from the Ice Skating Rink, the cost of such removal to be paid for by the University and reimbursement secured from the Army. Immediate action was necessary, since the Army wished the equipment removed immediately and it was necessary to make the Ice Rink available for Time, Inc. to whom it had been leased upon vacation by the Army. T h e work had to be done by outside contractors, and in view of the urgency and the fact that the Army wished outside contracting to be done on a fixed fee basis, it was not practical to secure bids. It was also more economical to have the removal work done by the same contracting firms which had installed the equipment, if it were possible to do so. Approval of the execution of these contracts is requested.
