Education.—Students in University courses which relate to construction, design, and management of the home will have the advantage of practical studies in the experimental field. T h e r e is submitted separately a report by Dean Rexford Newcomb dated August 9, discussing this program in greater detail and presenting a budget. I am convinced the University of Illinois can render a most valuable service to the people of Illinois by initiating and developing a program such as has been presented by the Advisory Committee of the Small Homes Council. A budget of $6,000 is proposed for 1944-1945 for the purpose of setting up and organizing, the program so that it may be presented to various agencies interested in the development of small homes costing not m o r e than $5,000 to $6,000. W e have reason to believe that for succeeding years the necessary funds may be secured in large part from various sponsors once the program is launched under the direction of the University of Illinois. An exactly similar situation existed when we initiated the cooperative research program in W a r m - A i r Furnace Heating. That program has resulted in contributions by manufacturers and others totaling more than $200,000 and is still in active progress. As was done in that case, it will be necessary to make an initial appropriation from our own funds in order to inaugurate the program and convince prospective sponsors and others that the University is seriously entering upon a program for the design and construction of better small homes in Illinois. I recommend: 1. T h e approval by the Board of Trustees of the above described program of research and information relative to Small Homes in Illinois under the auspices of the University through the Small Homes Council. 2. T h e appropriation of $6,600 from the General Reserve Fund for the year 1944-1945. O n m o t i o n of M r s . G r i g s b y , t h e s e r e c o m m e n d a t i o n s w e r e a d o p t e d . EMERGENCY WAR FOOD ADMINISTRATION BUDGET FOR 1 9 4 4 - 1 9 4 5 (16) Federal funds have again been made available for an emergency war food administration program for the fiscal year July I, 1944, to June 30, 1945, to D e expended through the University Division ef Agricultural Extension. The amount which has been made available is $120,000. and the following budget is submitted covering estimated expenditures from July 1, 1944, to June 30, 1945: Salaries (including supervisors, assistant supervisors, and clerical help in the central office, appointments to be approved by the President) . .$ 41 940 Wages (assistants and clerical help for county farm supervisors) 44 800 Travel 22 200 Other expense 11 060

T h e foregoing budget has been submitted by Dean and Director H . P. Rusk and has been reviewed by the Comptroller. I recommend its approval subject to adjustment within the total.
