wish to advise the Board that I have informed Dean Thomas E. Benner of the College of Education that he will not be recommended for reappointment as Dean of the College at the expiration of his present two-year term as Dean. This action will not affect his tenure as Professor of Education.

CIVIL SERVICE SALARY SCALES

Mr. Jensen, for the Committee on Civil Service and Employees, presented a recommendation of the University Civil Service Committee.

PRESIDENT WILLARD:

On behalf of the University Civil Service Committee, we transmit to you herewith for consideration and action by yourself and the Board of Trustees, a revised compensation plan for the University civil service, consisting of a revised schedule of minimum and maximum salaries for the various classifications in the University civil service. With the exception of the 10% increase in maximum salaries up to $3,000 effected at the beginning of this biennium, adjustments to meet changes in prevailing wage rates and minor changes in other instances, the schedule in effect up to this time has been that presented to the Board on June 20, 1042, page 933, and approved by the Board on July 25, 1942, page 32. During the past few months the Committee has carried out a thorough study of classifications in relation to existing conditions and has consulted departments which are primarily concerned. The proposed schedule provides for adjustments to meet changes that have taken place since the original schedule was prepared, covers new classifications found to be necessary, and coordinates scales of pay of comparable positions. A total of 19 ranges of pay are provided, and the 243 classifications are grouped under these 19 scales. The salaries stated include the values of any benefits allowed such as meals, room, or other services, and therefore represent the total allowable compensation, whether paid in cash or in some other form. The University Civil Service Committee recommends the approval of this revised compensation plan as of July 1, 1944. Respectfully submitted, UNIVERSITY CIVIL SERVICE COMMITTEE

Mr. Morey commented on these scales. On motion of Mr. Jensen, this revised compensation plan was approved as recommended.

EXECUTIVE SESSION

At this point, the Executive Committee went into executive session, and considered matters presented by the President of the University.

OFFICE O F NONACADEMIC PERSONNEL

(21) Since the revision of the State civil service law in 1941, placing the responsibility for University civil service under the Board of Trustees, the problem of an adequate organization for this phase of our work has been under consideration. During this period, as in former years, the administrative responsibility has been carried under the Comptroller, Mr. C. A. Webber having been in immediate charge in addition to his other duties as Bursar. The Comptroller now recommends that a new administrative office be established -to deal with this entire matter, the head of that office to be responsible directly to the President, the exact title to be determined later. The duties of this officer would include supervision of the University civil service system under policies to be established by the University Civil Service Committee with the approval of the Board, recruitment and employment, testing and training, labor relations and wage administration, job analysis, classification and rating, employee welfare, safety, health, and personnel studies.
