The Board of Directors also adopted a resolution providing for the screening of out of state students. A copy of that resolution is attached to this letter and I believe it is self-explanatory. In addition to the above the following action should be reported to the Board of Trustees: (from the Minutes of the Board of Directors meeting on June 1, 1946)"Mrs. Carlson brought up the subject of adverse publicity about the University that is appearing in newspapers throughout the country. A short discussion followed but no action was taken. "Mr. Watson moved that the Board give its approval to the action of the University and the Trustees in promoting better housing facilities for the students and that we urge them to take every reasonable step to increase the facilities, including a consideration of a University supervised trailer camp for students. The motion was seconded by Mr. Marsteller and carried. "Mr. Watson then moved that the Board of Directors favor the calling of a special session of the General Assembly to immediately provide additional housing facilities at the University. T h e motion was seconded and carried. "Mr. Watson moved that the Board oppose the taking away of the recreational and physical training facilities of the students and we favor increasing those facilities as much as possible, including the erection of the all-purpose health and recreation building. We have in mind especially the retention of the ice rink. T h e motion was seconded and carried. "Mr. Pierson moved that the Board approve the four-point program as proposed by the University at the meeting in Springfield on May 29, 1946. The motion was seconded and carried." Executive Director RESOLUTION Whereas, the University of Illineis is extremely liberal in its requirements for admission of students who are not residents of the State of Illinois; and Whereas, due to that fact the University has had many non-resident students who had no reason for entering the University other than their inability

to qualify for entrance at other universities; and

Whereas, under present conditions there will undoubtedly be many more non-resident applicants seeking admission solely for the reason above stated which is very likely to result in many undesirable applicants being accepted under the present admission requirements; and Whereas, the laws of the State of Illinois permit the establishment of requirements for admission for non-residents of" the State of Illinois different from the minimum requirements for residents of the State; and Whereas, it is believed that this is a very opportune and propitious time to suggest the establishment of a permanent policy regulating the admission of non-resident students. It is hereby resolved: 1. That the Board of Directors of the University of Illinois Alumni Association recommend to the President of the University, the Board of Trustees of the University and the Senate of the University that immediate steps be taken to establish a plan for selection of non-residents of the State of Illinois who seek admission to the University. 2. That a plan for such selection be adopted whereby the establishment of a Committee for Admissions of Non-Residents be authorized, and such committee appointed, with full power and authority to pass upon the qualifications for admission of non-resident applicants subject only to limitations as follows: a. That the requirements for admission of any child of an alumnus of the University shall be the same as those from time to time established for residents of the State of Illinois. b. T h a t the qualification shall not be dependent upon high school grades. c. T h a t it designate, wherever possible, alumni of the University to person-
