and reclassification, although official government wage stabilization policy has recognized an adjustment of 33 per cent of basic wage and salary rates over January 1st, 1941, as a minimum cost-of-living adjustment and such adjustments have been generally made in industry and government, in addition to merit and reclassification increases, and Whereas: T h e Board of Trustees of the University and the State Legislature have recognized and granted specific cost-of-living adjustments for the non-academic staff since January 1st, 1941, amounting to approximately 25 per cent, and Whereas: The increased demands on the University for the education of veterans and preparation of citizens for the critical years ahead, impose on the University of Illinois the obligation to retain and recruit an adequate and highly qualified professional staff, and Whereas: These ends can be accomplished only if necessary wage and salary adjustments for the academic staff are made promptly, be it, therefore, Resolved: That the Board of Trustees be requested to take immediate action to provide the necessary funds for the 30 per cent salary adjustment needed to maintain present staff and to recruit additional personnel necessary to provide the quality of training to which the veterans and other students at the University are entitled, and also, Resolved: T h a t the President of the University of Illinois Chapter of the American Association of University Professors appoint a Committee to (1) circulate this resolution among the Faculty for signature, (2) present this resolution to the President of the University for transmittal to the Board of Trustees, T h e University Council, Deans, Directors, Heads and Chairmen of departments, and (3) cooperate with the President of the University and the Board of Trustees in the attainment of these objectives.

On motion of Mr. Davis, this matter was referred to Dr. Stoddard for study and report at an early date, as soon as studies now in process are completed.

ARCHITECTURAL PLANS FOR NEW BUILDINGS

At this point, the President of the University introduced Mr. E. L. Stouffer, Architect, who showed campus plans and architectural sketches of proposed buildings on the Urbana Campus and in Chicago, and commented on the detail of the plans, particularly in relation to the style of buildings already erected. President Willard also introduced Dean Rexford Newcomb, Chairman of the Campus Planning Advisory Committee, who commented on the work of his committee. President Livingston and President Willard thanked Mr. Stouffer and Dean Newcomb for their presentation, and they withdrew. E X E C U T I V E SESSION The Board continued, in executive session, the consideration of matters presented by the President of the University.

LEAVE O F ABSENCE FOR DEAN H. P. RUSK

(17) A recommendation that Dean H . P . Rusk of the College of Agriculture, Director of the Agricultural Experiment Station, and Director of the Extension Service in Agriculture and H o m e Economics, be given a leave of absence on full pay on account of illness for a period of six months from June 1, 1946. Dean Rusk has submitted to a major operation and his physician has advised that he be given a leave of absence for the period indicated. His administrative responsibilities have been assigned as follows: Associate Dean R. R. Hudelson will act as Dean of the College of Agriculture.
