BOARD OF TRUSTEES

[May 29

A F T E R N O O N SESSION, MAY 29, 1946 When the Board convened in the office of the Superintendent of Public Instruction at 4:45 p.m. on Wednesday, May 29, 1946, the following members were present: President Livingston, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. McKelvey, Mr. Nickell, Mr. Williamson. President Willard was present; also the officers of the Board and of the University who were in attendance at the morning session.

VOTE ON STUDENT HOUSING

On request of President Livingston, the Secretary reported that during the recess, on request of the President of the Board, he had called Dr. Luken and Dr. Meyer by telephone, informed them of the discussion, the motion, and the vote on President Willard's recommendation on student housing (see above, page 1113), and had been instructed by each of them to record his vote in the affirmative. The Secretary was instructed to record the votes of Dr. Luken and Dr. Meyer as requested by them.

ACTION O N E M E R G E N C Y EDUCATIONAL PROGRAM

On motion of Mr. Williamson, and in consideration of the confirming action of the Conference held during the afternoon, the Board approved the following program: 1. Make provision for 15,000 students on the Urbana campus in September. 2. Urge the immediate passage of further legislation for an expanded system of junior colleges. 3. Provide for an expansion of postgraduate work in the high schools. 4. Establish a branch of the University in Chicago to enroll from 3,000 to 4,000 students (this was approved at the morning session, see page 1121).

TENTATIVE STATEMENT OF ADDITIONAL F U N D S NEEDED FOR T H E C U R R E N T BIENNIUM

At this point, Mr. Nickell requested the Comptroller to make an estimate of the funds needed, above the present amounts appropriated and available, to carry out the program of the University for the next fiscal year, including the cost of operating the Chicago branch. Mr. Morey gave the following estimate: University Income Increased income from present operations $1 500 000 Estimate by Provost of income from Chicago branch 750 000 Total appropriation of University income $2 250 000 Tax Funds Increased appropriation of tax funds as presented to and approved by the Board, March 9, 1946 $1 401 000 Preliminary estimate by Provost of cost of Chicago branch in excess of estimated income 500 000 Total appropriation needed from tax funds $1 901 000 It was agreed that the University should ask for a tax appropriation of at least $2,000,000. This would bring the total additional appropriations to be requested of the General Assembly to $4,250,000.
