NEW APPOINTMENTS OF PROFESSORIAL RANK (23) A recommendation that the following appointments to the staff, effective September 1, 1942, be approved: 1. Roland M. Smith, Associate Professor of English, on indefinite tenure from September 1, 1942, at an annual salary of $4,000. 2. Gladys M. Kinsman, Professor and Chief in Nutrition, in the Department of H o m e Economics, for one year from September 1, 1042, at an annual salary of $4,000. O n m o t i o n of M r . J e n s e n , t h e s e a p p o i n t m e n t s w e r e m a d e a s r e c ommended. THE UNIVERSITY BUDGET FOR 1 9 4 2 - 1 9 4 3 (24) The University budget for the fiscal year beginning July 1,1942, and the academic year beginning September 1, 1942, is submitted herewith. (See page 979.) I recommend that this budget, covering the allocation of the University's income from all State appropriations (including the appropriation of the University Income Fund representing all general income) as well as Federal funds and trust funds, for wages, operation, equipment, plant repairs and replacements. and all other operating expense for the fiscal year beginning July 1, 1942, and salaries for the academic year beginning September 1, 1942, be approved; that the President of the University be authorized to make such changes and adjustments as are needed, to make such additional appointments as are necessary, and to accept resignations offered, in accordance with the needs of the University and the equitable interests involved, and within the total amount appropriated; and that the Executive Committee of the Board be hereby authorized to make appropriations from the General Reserve Fund and such other adjustments in the budget as may be needed from time to time whenever it is necessary to take such action in the absence of a quorum of the Board.

On motion of Mr. Fornof, the budget was approved, the appropriations and expenditures involved were made and authorized, and authority was granted as requested, by the following vote: Aye, Mr. Adams. Mr. Cleary, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Karraker, Mr. Livingston, Dr. Meyer; no, none; absent, Mr. Green, Mr. Wieland.

S C H E D U L E OF LABORATORY FEES IN URBANA DEPARTMENTS

(25) T h e following schedule of laboratory fees for the Urbana Departments for the academic year beginning September I, 1942, is submitted to the Board of Trustees for approval. T h e schedule has been compiled from reports of the departments and has been recommended by the Comptroller and the Provost, in accordance with the procedure specified in the University Statutes. T h e list provides for special fees in 417 courses, as compared with 415 in last year's list. Of this total, fees are indicated in three courses where none have been charged during the current year, while in six other cases fees have been omitted because of change in the content of courses. In seven cases fees have been increased, and in two cases reductions have been made as a result of the past year's experience, and in 390 cases the fee is the same as for the previous year. I recommend approval.

On motion of Mr. Cleary, this schedule of fees was approved as recommended.
