CANCELLATION OF LEAVE OF ABSENCE OF MARY STANSIFER L1GON (11) On December 16, 1041 (Minutes, page 722), the Board granted Mrs. Mary Stansifer Ligon, H o m e Adviser at Large and Instructor in Home Economics Extension, a leave of absence on one-half pay, for one year from September 1, 1942, for the purpose of advanced study of economics, agricultural economics, and home management at the University of Illinois. This leave was subject to the approval of the United States Department of Agriculture, since her salary is paid in full from funds received from the Federal government. The United States Department of Agriculture has suspended all leaves of absence for the duration of the war, and therefore Mrs. Ligon has requested cancellation of her leave. I concur.

On motion of Mr. Jensen, this leave was cancelled.

RETIREMENT OF RUSSELL G. MORRIS (12) A recommendation that Russell G. Morris, Superintendent of Agricultural Exhibits in the Agricultural Experiment Station, be retired for physical disability (under the University Statutes) effective June 12, 1942, with an annual disability retiring allowance of $797. Mr. Morris is suffering from a heart condition and was given sick leave from January 12 through June 11, 1942, in accordance with the University Statutes governing such leaves. H e is unable to return to service, and therefore he is recommended for retirement. Since he became disabled and unable to perform his duties before March 1, 1942, he cannot be retired under the University Retirement System of Illinois but is eligible for retirement for disability under the old retirement system. I recommend approval.

On motion of Mr. Davis, this retirement was authorized as recommended.

UNIVERSITY RETIREMENT SYSTEM AND COMPENSATION FOR EXTRA SERVICES (13) The act creating the new retirement system for the University, the State Teachers Colleges, and the State Surveys provides that contributions shall be made by employees and benefits shall be paid on total earnings, "provided that if any Employer adopts a rule specifying that any extra compensation for summer teaching or other extra service not included in the regular annual salary shall not be considered as earnings, all amounts so specified shall be excluded." The question is now being faced in the University for the first time on salaries for services during the Summer Quarter of 1942. Unless the Board of Trustees adopts a rule providing that such extra compensation is not included as a part of earnings for retirement contributions and benefits, the regular deductions would be made from summer salaries. After thorough consideration and discussion of the matter with the University Retirement Committee, the Director of the Summer Quarter and the Comptroller recommend adoption by the Board of Trustees of the following rule defining earnings for the purpose of contributions to and benefits of the University Retirement System of Illinois, this to be applicable only to University staff members and employees: "Extra compensation for summer teaching or other extra service not included in the regular annual salary shall not be considered as earnings under the provisions of the Act establishing the University Retirement System of Illinois approved July 21, 1941." If at any time conditions, either in general or in individual cases, so change that this regulation is not satisfactory it may be modified by the Board of Trustees under the law. I recommend approval.
