Extensions of Leaves of Absence The following extensions of leaves of absence formerly granted members of the staff for military service, without pay, for the period indicated in each case: Ross H . H u r t , Associate in Animal Pathology and Hygiene, from June 20 through August 31, 1942. Fred H . Stenstrom, Assistant in Floriculture, from June 19 through August 31, 1942Harold E. Bell, Supervisor of Official Testing in the Department of Dairy Husbandry, from April 23 through August 31, 1942. O n m o t i o n of M r . LEAVES OF ABSENCE FOR WAR SERVICE (10) T h e Board of Trustees on January 24, 1042 (Minutes, page 749), adopted a policy governing leaves of absence for members of the staff and other employees who have been given leaves for military, naval, or other war service. At the meeting of the Board on May 16 consideration was given to the interpretation of this policy with respect to discontinued positions formerly held by members of the staff now on leave for w a r service. T h e President of the University was instructed to prepare a statement that in the judgment of the Board the University's policy should follow, so far as possible, the spirit of the Service Men's Employment T e n u r e Act. Accordingly the following is submitted:

POLICY GOVERNING LEAVES OF ABSENCE FOR W A R SERVICE

T h e Board of Trustees has adopted a policy which provides that all permanent employees of the University on limited tenure may be granted leaves of absence for war service until the close of the current academic year and that such leaves may be extended beyond September 1, 1942, in the discretion of the President. Staff members who are on indefinite tenure will be granted leaves for the duration of the war or until they are honorably discharged from service. Their positions will be held open for them and they may resume such position? on satisfying the President of the University of their physical ability to discharge the duties of the position. The following policy will apply to those on limited tenure who are granted leaves: 1. W h e r e the position is one that is considered essential and is continued during the period of absence of the individual, the position will be kept open for the individual. Appointments to such positions will not be made for periods longer than the period of leave and the individual on leave will have the right to return to the position at the termination of his leave, provided he is in satisfactory physical condition to resume the duties of the position. 2. If the position is no longer needed because of decreased enrollment or other causes it may be discontinued. In this event, the former incumbent shall be given first consideration for any other position on the staff for which he is qualified, unless the position is classified under University Civil Service. 3. If the discontinued position is under University Civil Service the individual formerly filling the position will be placed on the reemployment register in the classification formerly held, and his name will take precedence over names added to the register subsequent to the suspension of his employment. H e will thus be eligible to appointment to any position in his classification which becomes vacant at or subsequent to his return. T h e general reserve of the University will be used to restore discontinued positions to the extent that such restoration is found to be feasible or desirable.

On motion of Mr. Jensen, this statement of policy was approved.
