the President on the program of study, research, or travel contemplated in each case, in accordance with the administrative procedure set up to study such requests. T h e Research Board was able to recommend approval of all applications, and I submitted these with my recommendation to the Board of Trustees. The Board deferred action on them and subsequently the University Research Board was requested to review all cases in the light of present war-time conditions. T h e Research Board has done so and reaffirms its previous recommendation. The applications submitted include two for the full year on half pay, and four for one-half year on full pay. T h e total amount of the salaries during the period of leave of absence involved is $13,550. I therefore resubmit these cases and again recommend that sabbatical leaves of absence be granted as follows. I. Leaves of absence on one-half pay: H. H . Anderson, Associate Professor of Psychology, one year from September I, 1942. Marie M. Hostetter, Assistant Professor of Library Science, one year from September I, 1942. II. Leaves of absence on full pay: R. W. Bartlett, Associate Professor and Associate Chief of Agricultural Economics, first semester, 1942-1943. P. E. Johnston, Professor and Chief of Agricultural Economics, first semester, 1942-1943. J. M. Mathews, Professor of Political Science, second semester, 1942-1943. Neil E. Stevens, Professor of Botany, second semester, 1942-1943. LEAVE OF ABSENCE FOR DEAN C. M. THOMPSON (4) T h e following request from the Governor of Illinois has been received: Dr. A. C. I am writing to request that the University grant Dean C. M. Thompson a leave of absence with pay from now until September I, 1942, in order that he may devote his time to the work of the State Council of Defense. T h e state needs him in its efforts to aid the small business men of the state to adjust themselves to war conditions. T h e Council joins me in making this request. Sincerely yours,

Governor I recommend that Dean Thompson be granted a leave of absence from now until September 1, 1942, with the understanding that the University will pay his salary and that the State Council of Defense will pay all other expenses which such service will involve. I further recommend that Professor H . T. Scovill, Head of the Department of Business Organization and Operation, be appointed Acting Dean of the College of Commerce and Business Administration from now through August 31, 1942.

LEAVES OF ABSENCE (5) A recommendation that the following leaves of absence be granted members of the staff for the reasons and periods and under the conditions indicated in each case: Fred A. Russell, Professor of Business Organization and Operation, disability leave with full pay for six months from February I, less any expense incurred by the Department in carrying on his work during this period, in accordance with the rules of the Board covering such cases.
