BOARD OF T R U S T E E S

Foundation in an account maintained by said Foundation, as Trustee, with the First National Bank of Chicago entitled "University of Illinois Foundation Construction Fund Account Student-Faculty Union Building"; the said bank account and the said joint signatures on withdrawals therefrom being covered by a certain T r u s t Indenture dated September I, 1040, entitled "University of Illinois Foundation, not personally, but as Trustee under the University of Illinois Student-Faculty Union Building T r u s t " involving the remodeling, construction, and equipment of the University of Illinois Student-Faculty Union Building in Chicago, Illinois, and the equipping of the Illini Union Building at Urbana, Illinois. Be it resolved, that the Comptroller of the University, or an agent duly deputized by him, be and he is hereby authorized to sign on behalf of the University, jointly with the designee of the University of Illinois Foundation any and all checks or drafts, including drafts in informal or letter form, against any funds at any time standing to the credit of said Foundation in an account with the First National Bank of Chicago entitled "University of Illinois Foundation Men's Residence Hall Construction Account"; the said bank account and the said joint signatures on withdrawals being covered by a certain T r u s t Agreement creating the University of Illinois Residence Hall Building T r u s t involving the construction and equipment of a residence hall at the University of Illinois in Champaign, Illinois. MATTERS PRESENTED BY PRESIDENT WILLARD

The Board considered the following matters presented by the President of the University.

APPOINTMENT OF PROFESSOR ANDREW I. ANDREWS AS HEAD OF THE DEPARTMENT OF CERAMIC ENGINEERING (1) Professor C. W . Parmelee, H e a d of the Department of Ceramic Engineering, will retire from active service under the University Statutes effective September I, 1942. T o fill the vacancy, I recommend Dr. Andrew I. Andrews, Professor of Ceramic Engineering, as head of the Department on indefinite tenure effective September 1, 1942, at a salary of $5,800 a year. This recommendation is submitted after consultation with the Dean of the College and members of the Department of professorial rank as required by the University Statutes in considering the appointment of a department head. O n m o t i o n of M r s . Grigsby, this a p p o i n t m e n t w a s m a d e . APPOINTMENT TO THE ILLINI U N I O N BOARD (2) T h e Woman's League recommends the appointment of Miss Eleanor V. Kovec to fill the vacancy on the Illini Union Board created by the withdrawal from the University of Miss Charlotte Davis. Miss Kovec is a senior Independent student. She has an all-University scholastic average of 3.48. She has received the highest grade in all her W o m a n ' s League committee work and is also highly recommended by the President of the Resident Government System (the University Residence Halls plus the Y.W.C.A. and Presbyterian H a l l ) , under whom she has been working this year in her extracurricular activities. I recommend approval.

On motion of Mr. Fornof, this appointment was made. On motion of Mr. Davis, items 3, 4, 5, 6, and 7 below were referred to the Committee on General Policy, with power to act on 4 and 6, and for recommendation on the others. (See page 855.)

SABBATICAL LEAVES OF ABSENCE DURING 1 9 4 2 - 1 9 4 3 (3) At the meeting of the Board on December 16, I submitted a recommendation that six members of the staff be given sabbatical leaves of absence during the year 1942-1943 in accordance with the provisions of the University Statutes and on the terms and for the period indicated in each case. All of these applications were received before the war began and were submitted to the University Research Board for its consideration and advice to
