742 BOARD OF TRUSTEES X V I . L e a v e of Absence All leaves of absence, including vacations, granted to employees in the classified service are to be in accordance with the statutes of the University approved by the Board. All such leaves are to be granted with the right to return to the position held at the time the leave was granted. T h e unexcused failure of an employee to return to his duties at the expiration of his leave of absence shall be deemed a resignation. X V I I . Service Ratings "The Board shall standardise employment in each grade and make and keep a record of the relative efficiency of employees in the classified civil service." A service rating shall be a part of the personnel record of each employee in this classified service. A report of such service ratings shall be available to the chief administrative officers, deans, and directors of the University for budget and administrative purposes. X V I I I . E m p l o y e e Training T h e Board acting through the appointing officer and administrative officers of the University may institute and conduct employee training programs to the end that the quality and quantity of non-academic services rendered to the University may be constantly improved and that employees may be aided to obtain advancement by merit.
