if it is found desirable and advantageous to the University, to execute a new contract with the University of Illinois Foundation, for the lease and purchase of the Student Center and Arcade Buildings to replace the present agreement with the University of Illinois Union, the terms to be substantially the same as those of the present contract, and the annual rental not to exceed the present rental. M r . M o r e y presented this matter. O n m o t i o n of M r . D a v i s , t h e s e a r r a n g e m e n t s w e r e a p p r o v e d a n d authorized as recommended. CONTRACT FOR BUILDING ALTERATIONS IN INSTITUTE FOR J U V E N I L E RESEARCH (13) T h e Physical Plant Department has taken bids on repairs and alterations in the "State Mental Health Clinic" of the Institute for Juvenile Research. T h e lowest bid was $2,970, submitted by the L. J. Graf Construction Company, which has the contract for remodeling in the Neuropsychiatric Institute. Under the circumstances, the simplest and most expeditious procedure was to authorize a change order in the original contract with the L. J. Graf Construction Company covering the Neuropsychiatric Institute to include the alterations in the Institute for Juvenile Research in the amount of $2,970. I approved such a change order and request confirmation. T h e cost of this remodeling is to be paid from funds appropriated to the Department of Public Welfare. O n m o t i o n of M r s . G r i g s b y , this action w a s confirmed. PURCHASES AUTHORIZED (14) A report of the following purchases authorized by the President of the University as emergencies in accordance with the University Statutes: 1. 106 short overcoats ( A r m y ) , from Browning King Uniform Corporation, New York City, the lowest bidder, at a total cost of $1,192.50 f.o.b. New York City. 2. One dump truck for the Physical Plant Department, from Dillavou Bros., Champaign, the lowest bidder, at a total cost of $1,498.90. 3. 455 cases of Ft. H o w a r d bleached n " x i 3 " paper towels, from the Decatur Paper House, Decatur, Illinois, the lowest bidder, at a total cost of $1,705.25 f.o.b. delivered. 4. 800 cases " A . P . W . Victor" n " x i 3 " unbleached paper towels, from W. B. Read and Company, Bloomington, Illinois, the lowest bidder, at a total cost of $2,304 f.o.b. Urbana.

STAFF PRIVILEGES IN THE ILLINI U N I O N BUILDING (16) At the meeting of the Board on October 21, I presented the following recommendations from the Illini Union B o a r d : 1. All members of the faculty and other University employees and staff members of agencies affiliated with the University who contributed $50 or more to the University of Illinois Foundation in its campaign for funds for furnishing the Illini Union Building shall be entitled to the privileges of the building during the academic year 1941-1042 without the payment of the service charge. 2. Those who did not contribute a sum equal to $50 shall continue to pay the building service charge if they desire to use the facilities of the Illini Union Building.
