ADJUSTMENTS IN BUDGET OF ATHLETIC ASSOCIATION (23) The Board of Directors of the Athletic Association has authorized the following assignments from unappropriated funds of the Association and other adjustments in its budget: Reappropriation of Unexpended Balances Trophy Room in Illini Union Building $3 139 35 Remodeling of press box in Stadium 292 85 Service building on Illinois Field 3 084 96 New drinking fountain in Ice Skating Rink 350 00 Certificates for " I " men of previous years 267 84 Sub-total (7 135 00) New A ppropriations from Reserve D. R. Mills, additional salary as Acting Director $ 500 00 Salary of J. M. Sisley as Assistant Trainer and Assistant to the Manager of the Skating Rink for ten months beginning September 1, 1941 I 200 00 Steam tunnel from Power Plant to Stadium (Athletic Association's share of cost) 11 000 00 Sub-total (12 700 00) Total ¥19 835 00 I recommend approval of these adjustments.

On motion of Mr. Davis, these adjustments were approved.

MEDICAL ADVISORY COMMITTEE OF THE DIVISION OF PHYSICALLY HANDICAPPED CHILDREN (24) Pursuant to the revised agreement between the State Department of Public Welfare and the University which became effective July I, 1941, the Division of Physically Handicapped Children was transferred from that Department to the University. The Division of Physically Handicapped Children was created as a division in the Department of Public Welfare on April 1, 1937, pursuant to an agreement between t h a t Department and the Children's Bureau of the United States Department of Labor. It is supported entirely by Federal funds allocated to the State of Illinois by the Children's Bureau under the Federal Social Security Act. Such Federal grants are contingent upon State appropriations for the same purposes on a dollar-for-dollar matching basis. In this case the Federal grant is received in consideration of funds expended by the State of Illinois in the maintenance of the Illinois Surgical Institute for Children, a unit of the Research and Educational Hospitals. The Division's budget for the year ending June 30, 1941, was $181,125.23, of which $133,768.83 was made available in consideration of like expenditures by the State for the maintenance of the Illinois Surgical Institute for Children, and $47,356.40 was made available on the basis of need without regard for matching expenditures by the State. The agreement with the Department of Public Welfare provides that during the current fiscal year the University shall make a thorough study to determine whether the Division shall be administered by it for an indefinite period. In the meantime, the University has the responsibility for its administration. The Children's Bureau desires that the state agencies responsible for the state programs to which it contributes funds appoint a medical advisory committee to the Division, a committee t h a t will work with the Superintendent and the state agency (in this case the University) in providing the necessary contacts between it and all professional interests of the Division concerned with the problem of the physically handicapped child. The Department of Public Welfare had such a committee, but it is necessary to make certain changes due to the fact that some of the members are no longer available for service. Accordingly I submit the following nominations for reappointment and new appointments: Reappointed Members BLACK, ROBERT A., M.D., Pediatrician, Del Prado Hotel, Chicago.
