was not established in both cities until recently, rates of $135 and $140 a month having been paid in Urbana. Since both cities now pay the minimum of $150 a month, it is the prevailing local rate. T h e University Wages Committee was asked to review this proposal, and it concurs in the recommendation of the Director of the Physical Plant Department that the wages of University police be increased to $150 a monlh for 48 hours' service a week.

On motion of Dr. Meyer, this rate was authorized, effective October i, 1941.

MEN'S RESIDENCE HALL LEASE AND OPERATING TRUST AGREEMENT (23) T h e financing of the construction of the Men's Residence Hall through a loan secured by the University of Illinois Foundation from the Connecticut Mutual Life Insurance Company requires the Board of Trustees of the University of Illinois to enter into a lease and operating trust agreement with the Foundation. Title to the land on which the residence hall has been constructed is in the Foundation. The procedure contemplates the leasing of this property by the University from the Foundation at a rental sufficient to pay the annual amortization charges. In principle, and to some extent in actual language, the lease and operating trust agreement follow analogous documents executed by the Board of Trustees and the Foundation in the financing of the Illini Union Building in Urbana and the Chicago Illini Union Building. I recommend execution of the lease and operating trust agreement.

Judge Johnson explained the details of these instruments. On motion of Dr. Meyer, the President and the Secretary of the Eoard were authorized to execute these instruments; which they did forthwith.

PURCHASE RECOMMENDED (SUPPLEMENTARY) (24) A recommendation that the following purchase be authorized: One Fox pick-up cutter (forage harvester) from the Fox River Tractor Company, Appleton, Wisconsin, at a price of $1,584, f.o.b. Appleton, with a five per cent discount for cash within ten days.

On motion of Mr. Wieland, this purchase was authorized.

CONTRACT FOR REMODELING BUILDINGS IN CHICAGO (25) The Director of the Physical Plant Department recommends the award of the contract for the remodeling of the Business Office in the Chicago Departments and of space in the Ncuropsychiatric Institute to provide office quarters for the Executive Officer of the Institute, to the L. J. Graf Construction Company, Chicago, on the basis of its bid totaling $9,400. Although four contractors secured plans to figure on this job, two did not submit bids, and one ofteved to accept the contract on a cost-plus basis, leaving only the L. J. Graf Company which submitted a fixed price bid, as follows: Remodeling of Business Office in the Chicago Departments. . $2 700 Quarters for the Executive Officer of the Neuropsychiatry

APPROPRIATION FOR RENTAL FOR QUARTERS FOR DIVISION OF PHYSICALLY HANDICAPPED CHILDREN (26) In taking over the Division of Physically Handicapped Children under the revised agreement with the State Department of Public Welfare, the University assumed the responsibility of providing quarters for the Division. This
