ORCHARD STREET STORM DRAIN IMPROVEMENT (31) T h e Director of the Physical Plant Department reports approval by the majority of the property owners concerned of the proposed Orchard Street Storm Drain Improvement No. 200. This storm sewer will be laid from Florida Avenue north to Washington Street and will drain University propertysouth of Florida Avenue. T h e total estimated cost of the project is $26,787, and the University's share has been estimated at $3,154. Since the University will benefit from this improvement, and pursuant to the past policy of assuming its proportionate share of such public improvements, I recommend acceptance of this assessment when and if made. T h e project is still subject to approval by the Urbana City Council. Twenty-five per cent of the cost will be paid from motor fuel tax funds accruing to the City of Urbana. O n m o t i o n of M r . F o r n o f , t h e B o a r d e x p r e s s e d its w i l l i n g n e s s to

accept its proper share of the cost of this improvement when assessed.

PURCHASE RECOMMENDED (32) A recommendation that the following purchase be authorized: I. Ten tons all-purpose soft-paste white lead, from the Sherwin-Williams Company, Champaign, the lowest bidder, at a price of $1,732, f.o.b. Urbana.

On motion of Mr. Davis, this purchase was authorized.

AFFIDAVIT REQUIRED OF PERSONS PAID FROM FEDERAL FUNDS (33) The Labor-Federal Security Appropriation Act of 1942 (Section 704) provides: " N o part of any appropriation contained in this Act shall be used to pay the salary or wages of any person who advocates, or who is a member of an organization that advocates, the overthrow of the Government of the United States by force or violence; Provided, That for the purposes hereof an affidavit shall be considered prima facie evidence that the person making the affidavit does not advocate, and is not a member of an organization that advocates, the overthrow of the Government of the United States by force or violence; Provided further, That any person who advocates, or who is a member of an organization that advocates, the overthrow of the Government of the United States by force of violence and accepts employment the salary or wages for which are paid from any appropriation contained in this Act shall be guilty of a felony and, upon conviction, shall be fined not more than $1,000 or imprisoned for not more than one year, or both; Provided further, That the above penalty clause shall be in addition to, and not in substitution for, any other provisions of existing law." T h e U. S. Office of Education has been advised by the General Counsel's office of the Federal Security Agency that this Section of the Appropriation Act applies to every person who is paid, in whole or in part, from (1) funds sent to the Land Grant Colleges under the Bankhead-Jones Act, (2) funds made available to the States for Vocational Education, (3) funds made available to the States for Vocational Rehabilitation, (4) funds made available to the States for the Vocational Training of Defense Workers, (5) funds made available to the States for the instruction of youth employed on NYA work projects, and (6) funds made available to the Engineering Schools and Institutions participating in the Engineering, Science, and Management Defense Training Program. In order to comply with the express instructions of Congress, it will be necessary that each and every person who is to be paid from any of the aforementioned funds, in whole or in part, for salary or wages, execute an affidavit which will be kept on file in the State offices or at the institution, in the same way that vouchers supporting expenditures are kept. Following is a suggested form of affidavit which it will be necessary for each State office and institution to reproduce and use for this purpose: "I do solemly swear (or affirm) that I do not advocate the overthrow of the Government of the United States by force or violence; that I am not a member
