tical importance would require a long period of additional research. The Committee, therefore, recommends that the discovery be released to Mr. Steinman. 4. Professor R. L. Shriner has perfected some compounds which have certain local anaesthetic properties or values, and which he thinks should be protected by patents. T h e Committee reports that in the field of anaesthetics there is a high degree of competition and a considerable perfection of the art. T h e protection through patents for Professor Shriner's compounds would involve a relatively high cost, thereby practically precluding the possibility of any special commercial value. T h e discovery is no doubt of scientific interest, but the Committee does not feel the University would be justified in expending funds for patents under the circumstances and therefore recommends that the discovery be released to Professor Shriner.

On motion of Mr. Karraker, these releases were granted as recommended.

CHANGE IN REGULATIONS GOVERNING MUTUAL BENEFIT HOSPITAL FUND (29) On January 27, 1040 (Minutes, page 703), the Board of Trustees approved and adopted a set of regulations governing "The University of Illinois Mutual Benefit Hospital Fund" whose purpose is to provide hospitalization insurance for students and members of the faculty. In the past there have been two classes of memberships, $3 a semester, which covers hospitalization expenses only, and $5 a semester which covers, in part, medical expenses. T h e Advisory Committee of the Mutual Benefit H o s pital Fund recommends increasing the benefits under both plans to provide an allowance of $5 for laboratory, special medicine, X-ray, or other services incidental to hospitalization. T h e $3 membership plan would carry this additional benefit without requiring an increase in the fee; it would, however, be necessary to increase the $5 membership plan to $5.50 a semester, as experience has demonstrated that the present fee, covering medical services, would not be sufficient to cover the additional benefit for special services. Accordingly, the Advisory Committee recommends that the section on ''Contributions to Fund and Benefits to Members" in the Regulations be amended to read as follows: "There are two types of membership in the Fund. T h e amount of the contribution from each person per semester is $3 for the regular membership and $5.50 for the special benefit membership. Either type of membership entitles the beneficiary to 28 days ward hospital care in any one semester at the rate of $3 a day. Under either type of membership, the beneficiary may receive as a part of the total benefit allowed a credit of $5 for the semester, to be applied on laboratory, special medicine, X-ray, or any other hospital services in connection with hospitalization." I recommend approval.

On motion of Mr. Jensen, these recommendations were adopted.

PURCHASES AUTHORIZED (SUPPLEMENTARY) (30) A report of the following purchases authorized by the President of the University as emergencies, in accordance with the University Statutes: 1. 950 reams 24^2 x 3 7 ^ — 3 9 * " E " Grade English Finish Book Paper, for 1942 Annual Register, from Bradner Smith and Company, the lowest bidder, at a price of $2,033. 2. Acids for the General Chemical Stores: 95 carboys sulphuric acid—commercial 25 carboys hydrochloric acid—commercial 40 cases acetic acid—reagent 20 cases nitric acid—reagent So cases ammonium hydroxide—reagent from the General Chemical Company of Chicago, the lowest bidder, at a price of $1,237.68, f.o.b. Urbana.
