APPROPRIATION FOR REIMBURSEMENT TO PUBLIC WORKS ADMINISTRATION (8) A recommendation from the Director of the Physical Plant Department that the Board of Trustees make available a special appropriation in the amount of $2,492.71 to pay the Public Works Administration for expense incurred by the Federal Government in connection with the Illini Union Building after August 31, 1940—the completion date—for field inspection and auditing. It will be necessary to make this payment before the balance of the funds from P.W.A. are obtained. I concur in this recommendation. O n m o t i o n of M r . APPROPRIATION TO THE DEPARTMENT OF DAIRY HUSBANDRY (9) T h e Dean of the College of Agriculture requests an appropriation of $2,622.37 from the unappropriated income of the Department of Dairy H u s bandry to the Department for expense and equipment to supplement its operating budget for the fiscal year 1041-1942. The Departmental expenditures will run approximately $5,000 in excess of budgetary provisions, due mainly to wages and equipment purchases. For example, it was necessary to buy a new milking machine at a price of $2,053, provision for which was not made in the original budget of the Department. T h e balance of the additional funds needed will be provided by transfer from Agricultural Experiment Station funds, so that this does not require an assignment from the General Reserve. I concur in this recommendation.

On motion of Mr. Livingston, this appropriation was made as recommended, by the following vote: Aye, Mr. Adams, Mr. Cleary, Mr. Davis, Mr. Fornof, Mr. Jensen, Mr. Livingston, Dr. Meyer; no, none; absent, Mr. Green, Mrs. Grigsby, Mr. Karraker, Mr. Wieland.

SPECIAL APPROPRIATIONS A N D N O N - R E C U R R I N G EXPENDITURES (10) T h e Committee on Special Appropriations and Non-Recurring Expenditures has from time to time recommended assignments from the General Reserve Fund for various purposes, but these have not been presented to the Board because of lack of funds. This situation has been due partly to the necessity of making advances from the General Reserve for payments on contracts for the construction of the Illini Union Building pending receipt of the final installments of the grant and loan for this project. T h e receipt from the Federal Government of the major part of funds due on the grant enables the University to reimburse the General Reserve Fund for these advances and to consider making additional appropriations for needs heretofore deferred. Accordingly, I recommend that the Board make assignments from the General Reserve Fund for the following purposes: Previous Commitments 1. Purchase of furniture and fixtures of Old Illinois Union, previously authorized by the Board but no appropriation m a d e . . $ 6 389 00 2. Purchase of property at 1206 West Green Street 9 109 08 ( T h e purchase of this property was authorized by the Board J a n u a r y 22, 1941, at a price of $10,000, plus the 1940 taxes, $1,000 payable at that time and the balance July I, 1941. An appropriation of $1,000 was made at the time and it is now necessary to appropriate $9,109.08 to pay the balance of the purchase price and the taxes.)
