the track teams during the same period of time, is, in our opinion, far below the standard representative of an institution of the size and calibre of the University of Illinois; "And whereas, this condition is detrimental to the interests of the University in general, the morale of the student body and the alumni; "We, the Officers and Board of Directors of the Mini Club of St. Louis, respectfully recommend that the Board of Trustees of the University of Illinois make a thorough investigation of the situation in order to determine the responsibility for this record with a view toward making such corrections as are necessary to re-establish the athletic prestige of the University. W e respectfully suggest that, pending the completion of this investigation, the renewal of any contract of the athletic personnel be held in abeyance." In acknowledging the copy of the resolution which I received, I informed the Secretary of the Club that I would bring it to the attention of the Board of Trustees of the University and of the Board of Directors of the Athletic Association at the first opportunity. TRANSFER OF PROPERTIES OF UNIVERSITY OF ILLINOIS U N I O N , I N C . , TO UNIVERSITY OF ILLINOIS FOUNDATION (18) T h e University has an agreement with the University of Illinois Union, Inc., for the lease and purchase of certain properties belonging to that organization. Since the Illinois Union as a student organization has gone out of existence, the only remaining function of the Union Corporation is the holding of title to these properties. Consideration should be given to the possibility of asking the Union to convey these properties to the University of Illinois Foundation so that the Union Corporation may wind up its affairs and go out of business. A detailed statement concerning this problem, prepared by the Comptroller, is attached. T h e proposed program as set forth therein has been reviewed by all parties concerned and has been submitted informally to the Board of Directors of the Foundation. If the Board of Trustees feels that this change is desirable, action should be taken requesting the Board of Directors of the Foundation to accept conveyance of the property and requesting the University of Illinois Union, Inc., to make conveyance and assign the contracts with the University to the University of Illinois Foundation. In the interest of simplification of procedure and consolidation of the holding of title to, and carrying of obligations on, properties in which the University is interested in one corporate organization, I recommend that action along these lines be taken. FEE FOR SPECIAL COURSES IN PHYSICAL EDUCATION FOR MEN (19) Colleges and universities throughout the country have been giving consideration to improving the physical condition of men going into military service. T h e Department of Physical Education for Men at the University of Illinois proposes to offer "conditioning classes" for men who are called and accepted for military service under the Selective Training and Service Act. These classes would meet twice a week (in the evening) for two-hour periods and would be open to both University and non-University people. I recommend: (1) that the Department of Physical Education for Men be authorized to conduct such classes, on a voluntary basis, open to all individuals approved for admission thereto by the Director of the School of Physical Education; (2) that the University Health Service be authorized to give medical examinations which will be required of all applicants for admission to this c o u r s e ; and (3) that a fee of $1.00 be charged for the use of a locker, and a deposit of $1.50 required to cover lock and towels issued.
