BIDS FOR WEATHERSTRIPPING ADMINISTRATION BUILDING (13) T h e Director of the Physical Plant Department submits the following schedule of bids received on weatherstripping of the Administration Building. Description of proposals: No. 1.—all-metal parting bead type of weather strip. No. 2.—combination wood and metal parting bead type. No. 3.—rib strip type. No. 4.—rib strip with metal liner. No. 5.—two-member self-adjusting type of weather strip with metal-to-metal contact.

H e recommends the award of the contract to the Champaign Weather Strip Company, the lowest bidder, on the basis of its proposal No. 5 in the amount of $1,232. T h e lowest bid on this work, also by the Champaign Weather Strip Company, is its proposal No. 3 in the amount of $1,180.26, but ii is believed that proposal No. 5 is the most practical installation (based on experience with similar strip in Gregory Hall) and is worth the difference. Funds are available in the Physical Plant Department budget for this installation. I concur in this recommendation. O n m o t i o n of M r . A d a m s , t h i s c o n t r a c t w a s a w a r d e d a s r e c o m mended. BUDGET FOR RESEARCH A N D EDUCATIONAL HOSPITALS (14) T h e State budget for 1941-1043, as recommended by the Governor to the General Assembly of Illinois, does not include the item of $567,000 for the construction of an addition to the Research and Educational Hospitals, which was in the biennial budget for these hospitals as recommended by the Board of Trustees and the Director of the Department of Public Welfare. T h e State Budgetary Commission recommended elimination of this item. The Director of the Department of Public Welfare, who joined with the Board of Trustees in sponsoring and recommending the budget, including this item, is of the opinion that it would be futile to try to secure reconsideration, except for any readjustment within the total of the budget for the Research and Educational Hospitals. Such an adjustment for so large an item is, of course, impossible. T h e other capital items, $254,000 for remodeling and $125,000 for purchase of land, and the operating budget of $1,142,938, were recommended by the Governor without change. This is being reported to the Board for its information and further instructions. It will be necessary to introduce the bill in the immediate future, and a decision will have to be made whether it should be introduced as approved by the Board of Trustees or modified in the light of the Budgetary Commission's and Governor's recommendation.
