On motion of Mr. Davis, the award of the contract for automobile insurance was deferred. On motion of Mr. Mayer, the award of the other items was authorized as recommended.

PURCHASES AUTHORIZED (21) A report of the following purchase authorized by the President of the University in accordance with the University Statutes: Steel plates and shapes for use in constructing water tanks to be used on the Cyclotron Project, from the Jones and Laughlin Steel Corporation, Chicago, the lowest bidder, at a cost of approximately $2,278 f.o.b. Urbana.

On motion of Dr. Meyer, this action was confirmed.

QUARTERLY REPORT OF THE COMPTROLLER (23) T h e quarterly report of t h e Comptroller to the Board of Trustees as at December 31, 1040. A copy of this report has been sent to each member of the Board.

This report was referred to the Finance Committee for study and comment.

STORAGE CENTER FOR UNIVERSITY LIBRARIES (24) T h e presidents of thirteen mid-western universities (including the University of Illinois) have an informal organization for the consideration of common problems and particularly policies of cooperation to avoid unnecessary duplication of educational and research programs. One of the projects now in an advanced stage of consideration is a cooperative storage library or warehouse for housing little-used books and other library material. A survey has been made of the institutions concerned to ascertain the extent to which they would use such a storage, and the report of this survey was discussed at length at a conference of the presidents on February 15. A majority of the institutions are definitely interested in acquiring space in this depository, provided funds for the ground and building are secured from private sources and a basis for storage charges can be worked out which will meet only maintenance and operating expenses, but no responsibility for any capital expense or its amortization. T h e Board, on June 28, 1940 (Minutes, page 979), voted to "endorse in principle the proposal to establish such a storage center and that it hereby indicates its willingness to participate in such an enterprise in so far as it is
