SECTION 4. That the Secretary be and he is hereby authorized and directed forthwith to send to the Public W o r k s Administration two certified copies of the proceedings of the Board of Trustees of the University of Illinois in connection with the adoption of this resolution (setting forth this resolution in full) and such further documents or proofs as may be necessary to evidence the legal enforceability of the Owner's agreement to reimburse the Government for the field inspection and auditing costs aforesaid, and such further documents as may be required by the Public W o r k s Administration.

On motion of Mr. Jensen, this resolution was adopted, by the following vote: Aye, Mr. Cleary, Mr. Davis, Mr. Jensen, Mr. Karraker, Dr. Meyer, Mr. Pogue; no, none; absent, Mr. Adams, Mr. Green, Mr. Mayer, Mrs. Plumb, Mr. Wieland.

REPORT OF PROGRESS ON CONSTRUCTION OF M E N ' S RESIDENCE HALL (13) T h e Director of the Physical Plant Department has been requested to submit periodically reports on the progress of construction of the Men's Residence Hall. T h e following reports the situation as of December 1: "In the early stages of this project, the general contractor was attempting to get the three units so organized that crews could move from one unit to the other, permitting steady employment among the various trades, so that he could be assured of competent workers in sufficient number. I am sure you can appreciate the value of the latter in view of the demand for them at Chanute Field. T h e construction reached such a stage about a month ago, but since that time, his progress has not been at all satisfactory, a situation which he himself admits. T h e disturbing fact is that he is facing unfavorable weather for the next several months. " W e had another conference with him last Friday, at which time he stated that their principal trouble was the failure of the mortar to set up and the impossibility ot adequately protecting the masonry walls from the weather. W e agreed to his proposal to change the mortar mix and to get a softer back-up brick with a higher absorption. This, he believes, should eliminate their biggest problem. I do not know how successful they will be, but it is becoming more and more difficult for them to regain their lost time on the schedule, which was, at the best, difficult to maintain. T h e r e is always the possibility of additional shifts, but we have never been very successful in getting contractors to do this. "In fairness to the contractor, we have found him a very pleasant and cooperative individual to work with, and one who, to date at least, has made no attempt to offer alibis or try to pass the responsibility for delays to someone else." T h e Physical Plant Department also reports that the contractor has submitted a revised progress schedule, showing how he proposes to regain the time lost, and he is now actually ahead of the nezv schedule.

This report was received for record. At this point, Mr. Pogue, being called from the room, asked Mr. Cleary to take the chair. CONTRACT CHANGE ORDERS ON THE POWER PLANT
