The matter of fees in the Summer Session and the Graduate School was referred back to the special committee for review and further recommendation.

WAGES OF MACHINISTS (23) At its meeting on July 17, 1940 (Minutes, page 15), the Board received a request for wage increases from machinists employed in the Urbana Departments and from window washers in the Chicago Departments. No change was made in the wage scale of machinists, but the Board indicated that consideration would be given to this request a t the beginning of the next biennium. At the meeting on October 21, 1940 (Minutes, page 105), the request of the machinists was referred to the Committee on Buildings and Grounds for consideration and report. The Chairman of that Committee suggested that the machinists be given a hearing before the Board at the next opportunity. Representatives of those employees will appear at the meeting this afternoon in support of their request.

Mr. D. T. Farr, of the International Association of Machinists, and Mr. William Adams, a representative of the machinists employed by the University, who are members of the union, were introduced. Mr. Farr made a statement supporting the request of the machinists for an increase of wages. Mr. Williamson, for the Committee on Buildings and Grounds, stated that the Committee was of the opinion that to grant the request of the Union in advance of the adoption of their proposed scale by local employers would be a violation of the long-established policy of the University. The Secretary was instructed to notify the officials of the Union of this fact, and to express to them the Board's appreciation of their fine attitude in the matter, and its regret that it can not violate its long-established policy, particularly as in the present case the increase in wages would be deserved and just.

APPOINTMENT OF T. V. SMITH AS VISITING PROFESSOR OF PHILOSOPHY (24) The Dean of the College of Liberal Arts and Sciences recommends the appointment of Professor T. V. Smith of the University of Chicago as Visiting Professor of Philosophy for the second semester of 1940-1941 (February 1, 1941, to June 30, 1941), at a salary of $3,000 for the period. I concur in the recommendation.

On motion of Mrs. Plumb, this appointment was authorized.

CONTRACT WITH GEORGE BANTA PUBLISHING COMPANY FOR PRINTING UNIVERSITY PUBLICATIONS (25) The Director of the University Press and the Purchasing Agent recommend that the University enter into a contract with the George Banta Publishing Company for printing the Journal of English and Germanic Philology and the Illinois Studies in Language and Literature for a period of one year, renewable from year to year thereafter, with the option of cancellation by either party on thirty days' notice prior to the end of any given year. The expenditures under this contract would be approximately $3,500 a yeaT. This Company has been printing these publications for the University for more than twenty-five years under contracts which have been revised from time to time according to conditions and costs. The new contract proposed represents a revision of the scale of prices and methods of classification of work, which will result in a

saving to the University. J recommend approval ol this contract. On motion of Mr. Cleary, this contract was approved.
