SECOND SESSION, JULY 17, 1940 When the Board convened after the recess on July 17, 1940, the following members were present: President Pogue, Mr. Cleary, Mr. Jensen, Mr. Mayer, Mrs. Plumb, Mr. Wieland, Mr. Williamson. President Willard was present; also Mr. Janata, Judge Johnson, Mr. Morey, Mr. Havens, Mr. Stouffer, Dean C. M. Thompson, President of the University of Illinois Foundation, and the Secretary.

MATTERS PRESENTED BY PRESIDENT WILLARD

The Board considered the following matters presented by the President of the University.

BIDS ON RESIDENCE HALL FOR MEN (1) Bids received July I and 3 on the proposed Residence Hall for Men are in excess of funds available for this project, the aggregate of the lowest bids being $843,000, against a building budget of $600,000. Consequently all bids were rejected, and addenda to the original plans and specifications, reducing the amount of construction originally contemplated, were sent to all bidders with a request for revised bids on July 16, 1940, for consideration by the Board on July 17. Director C. S. Havens of the Physical Plant Department has submitted a statement giving reasons why the bids are in excess of the estimated cost and discussing various alternatives which may be considered by the Board.

On motion of Mr. Cleary, the action of the President in rejecting the original bids and calling for revised bids was confirmed. Director Havens presented schedules of bids and comparative budgets for the construction of the Men's Residence Hall.
