for which the organization did not anticipate needing any outside help. It was suggested that the fund might be partially restricted as a means to help keep an organization going that was having temporary financial difficulties. Other questions were whether or not the funds should be used to help organizations buy equipment for their own membership use or help pay for an organization's publication or propaganda literature and should the number of/ people being served by the project be a consideration. It was agreed that the big difficulty in setting up a criteria for administering such a fund as this Emergency Fund is anticipating what type of problems an organization might face and how to decide which requests were justified and which were not. It was moved and seconded that a questionaire be designed and sent to all treasurers requesting a return of the questionaire with an indication from the different treasurers as to what type of purposes they would suggest this fund be used for. The motion was carried. Mr. Ward and Mr. Akin agreed to draw up a questionaire to be sent to all treasurers at the start of the second semester. . It was moved and seconded that a report be given to the Executive Board by the Accounting Division as to the use made of any grants approved by the Executive Board from this Emergency Fund. The motion was carried. The Board discussed further the general philosophy of funding for student organizations at the University of Illinois and the fact that through the years student organizations have been voluntary »rganizations at the initiative of the students and could be started and dissolved by the students themselves, and as a result in general have had to be self-supporting. This philosophy seems to have resulted in a very strong student organization operation at the University, and it was suggested that if activities and student organizations were subsidized to any great extent such a program might actually weaken the student organization program at the University of Illinois. No final conclusions were reached as to a definite criteria for approving grants or loans from this Emergency Fund. VETERANS ASSOCIATION REQUEST FOR $50.00 FROM THE EMERGENCY FUND The Secretary presented a request from the Veterans Association. The Veterans Association is a new organization which plans to serve approximately 750 veterans on the campus in various ways and in its initial stages indicated a need for financial help to cover items such as stationery, postage, publicity expenditure and for office supplies. The Veterans Association indicated that it feels that as soon as the organization gets through its initial stages that it will have a very sufficient membership and will have no problem being selfsupporting. This request was accompanied by a recommendation for approval from Dean Robert Brown, Dean Perrino and Dean Millet. It was moved, seconded and approved to grant $50.00 to the Veterans Association from the Emergency Fund. The meeting adjourned at 5:30 P.M. Respectfully submitted,
