used for admission purposes or qualification for the preliminary requirements for prelegal studies. fii the fall of 1917, as a result of an agreement with the State Board of Bar Examiners, the University began offering periodic high school examinations j n Chicago to enable prelegal candidates to comply with a rule of the Supreme Court of Illinois that a prelegal student either must have graduated from high school or present evidence that he had the equivalent of a high school education by passing examinations in standard high school subjects. The number of enrollees for the_ high school and college subject prelegal examinations has been steadily decreasing and in view of this the All-University Committee on Admissions and the Dean of Admissions and Records recommend that: 1. Effective February 1, 1962, the University discontinue giving high school and prelegal examinations to persons who are not using them for admission purposes. 2. Effective February 1, 1962, the University limit the number of entrance examinations offered to the following subjects: English composition and rhetoric, one or two years (ordinarily offered in the eleventh or twelfth grades of secondary schools); elementary algebra, one year; plane geometry, one year; Spanish, one or two years; French, one or two years; German, one or two years; Latin, one or two years; modern European history, one year; and other subjects approved by the Office of Admissions and Records. Students who wish to take entrance examinations will be given tests selected by the Office of Admissions and Records, or prepared under the supervision of the Office of Admissions and Records. The above are administrative recommendations involving no considerations of University educational policy and therefore do not require approval by the University Senates. However, as indicated, they have been considered and approved by an All-Senate Committee. The first recommendation requires Board approval since it rescinds a previous Board action, and I concur. The second has been approved as an administrative procedure and is being reported for record.

On motion of Mr. Hughes, these recommendations were approved.

HOUSING REVENUE BONDS

(12) The Vice-President and Comptroller presents and recommends authorization of a Loan Agreement with the Federal^ Housing and Home Finance Agency for a loan of $5,000,000 to finance construction of the Pennsylvania Avenue Women'? Residence Halls. The total estimated cost is $5,750,000, of which $750,000 wilt be provided from Series C Bonds sold on the market, and $5,000,000 from Series B Bonds which the Housing and Home Finance Agency would purchase. He further recommends authorization to advertise for the sale of the bonds and retention of the firm of Chapman and Cutler, Chicago, as Counsel for the bond issue. I concur, and recommend that the Comptroller and the Secretary of the Board be authorized to execute the Loan Agreement and other necessary documents, and to take all other steps required to implement the bond issue.

On motion of Mr. Swain, these recommendations were approved, and authority was given as requested. This action was taken by the following vote: Aye, Mr. Clement, Mr. Dilliard, Mr. Hughes, MrJohnston, Mr. Pogue, Mr, Swain, Mrs. Watkins, Mr. Wilkins, Mr. Williamson; no, none; absent, Mr. Harewood, Mr. Kerner.

SUPPLEMENTARY AND NONRECURRING APPROPRIATIONS
