APPOINTMENT OF ASSOCIATE DEAN O F T H E GRADUATE COLLE6E

(4) The Dean of the Graduate College, with the concurrence of the VicePresident and Provost, recommends the appointment of Dr. Ivan Steiner, presently Associate Professor of Psychology and Associate Head of the Depart.' ment at the "University of Illinois, as Associate Dean of the Graduate College or one-half time, for two years beginning September 1, 1961, on a twelve-month service basis. Dr. Steiner will continue as Associate Professor of Psychology on indefinite tenure, on one-half time, on an academic year service basis. The salary of the combined position will be determined when the budget for 1961-62 is submitted to the Board of Trustees for approval. This appointment is to replace Dr. J. Austin Ranney^ Professor of Political Science and presently Associate Dean of the Graduate College, who will be on leave of absence next year and has asked to be relieved of this administrative assignment so that he may return to full-time teaching, I concur.

On motion of Mr. Hughes, this appointment was approved.

(5) It has long been the policy of the University1 not to appoint to its faculty or to employ in other capacities persons who are not citizens of the United States, or who have not declared their intention of becoming citizens, with the exception of temporary appointments of visiting professors and lecturers and of graduate students employed part time while working for advanced degrees Faculty appointments of noncitizens have therefore been on annual or limited tenure basis, although a few indefinite tenure appointments have been approved in individual cases by specific Board action. A review of this policy in the light of existing conditions and of practice of other colleges and universities indicates the need for revision. According. I recommend that the Board authorize the appointments of noncitizens to [h faculty on indefinite tenure according to the following plan: Prior to the appointment of a foreign national to the rank of Associate Professor or Professor with indefinite tenure, in addition to established regular procedures, approval must be obtained from a committee consisting of (IK Vice-President and Provost, the Dean of the Graduate College, and the dea:i of the college to which the prospective appointee will be assigned. Thi; committee is to consider, among other things: 1. Whether the candidate has a sufficient command of the English language so that he may discharge with full effectiveness his instructional responsibilities ; 2- Whether the candidate meets satisfactorily the standards for scholarly competence and promise which should prevail for appointees with indefr nite tenure; 3. Whether the candidate has a satisfactory understanding and appreciatioii of the American environment, and a commitment to the purposes and program of a slate university; 4. Whether the candidate, if not in the legal, at least in the fundamental arel moral sense, will be a responsible citizen of the University, state, arc national communities. If the committee is in agreement that all four classes of criteria are satisfied the candidate will be recommended for appointment with indefinite tenure. Otherwise, the committee will recommend either that the candidate not N appointed or that he be appointed for a fixed number of years. All such appointments will be submitted to the Board for confirmation a*i the present practice of reporting other appointments to the faculty of the rani; oi Assistant Professor and above to the Board will be continued.
