studywtre (a) to determine the cost to students of attendance at the University, including expenditures for all items; (b) to determine the income and sources of funds of such students, including the sources and value of the assetsand (c) to determine the debts of students, including the amounts and the pu^ poses for which the debts were incurred. The data compiled have provided the University with facts upon which to base policy decision regarding the effects of increases in tuition charges, the need for increased student financial aid, the need for part-time employment for students, and related measures. Professor William A. Neiswanger of the Department of Economics, a member of the Committee, and Mr. Harl K Ryder, Jr. and Mr. Jerry H. Currnuu, graduate students who worked with him on the project, were present at today's meeting and made a preliminary report of the study, the results of which will be published. At the conclusion of this presentation, Professor Neiswanger answered questions. O n motion of Mr. Dilliard, the Board recorded its appreciation of the services of the members of the staff and students who participated in this study.

ILLINOIS BUDGETARY COMMISSION HEARINGS

(17) President Henry reported that the Illinois Budgetary Commission held hearings in Springfield, on Monday, March 13, 1961, on the University of Illinois operating budget for 1961-63, and1 also on the capital budgets and building programs ot all six state universities. The Commission endorsed a proposal for emergency legislation to allocate funds from the proceeds of the University's Bond Issue for construction at the state universities, with particular reference to providing funds for buildings and other capital improvements for which appropriations had been made for the biennium of 1959-61 but which have not been released. This report was received for record.

CONFERENCE ON HIGHER EDUCATION

M r s . Watkins reported on the annual Conference on Higher Education sponsored by the National Education Association, held in Chicago last week, which she attended as one of the representatives of the University of Illinois. LEO F. KOCH CASE Mr. Dilliard informed the Board that h e has received a number of letters from various parts of the country regarding the action of the University in terminating the appointment of former Assistant Professor Leo F . Koch. Mr. Dilliard stated that in replying t o these letters he informed the writers he was not in the position to discuss the case because he was not a member of the Board of Trustees when the action was taken.

ASSIGNMENT OF F U N D S FOR CONSTRUCTION OF ENTOMOLOGY BUILDING

A t its meeting on J a n u a r y 18, 1961, the Board authorized contracts i°r the construction of the Entomology Building. It was reported that negotiations were under way to secure an additional federal grant ot
