CHANGE IN OFFICE O F LEGAL C O U N S E L (13) Mr. Ralph F . Lesemann, who has been Legal Counsel for the University ol Illinois since July, 1951, has asked to be relieved of this administrative assignment because of his health. He is also Professor of Law on indefinite tenure bor has no teaching assignments. H e plans to leave the community to make his hora again in Belleville, Illinois, where he lived while practicing law in East St. Louis. prior to joining the University staff. H e is willing, however, to serve the University in a part-time capacity. T h e University administration must, of course, respect the decision on grounds of health. At the same time we should like to take advantage of - r MLesemann's willingness to continue his services to the University. According. I recommend a change in Mr. Lesemann's status from that of Legal Counsel m full time to Special Counsel on 45 p e r c e n t time for such assignments of legal work as can be carried on by him at his headquarters in Belleville. In genera!. these assignments will consist of continuation of his services as counsel i n existing, unfinished litigation, additional legal services in future court proceeding upon assignment, and special research problems which will draw upon his background and experience. Under this arrangement, assignments of work to Mr. Lesemann will be made by his successor as head of the Legal Counsel's Ofct and will be subject to appraisal by the head of that office. I also recommend m allowance of $1,800 for the year for part-time secretarial services. T h i s arrangement is recommended for the year beginning September 1, Wand its continuation would be subject to mutual agreement and upon recoi"' mendation of the University Counsel.
