completion of architect nral services will require an additional $26,000. Con. struction of the building is subject to the availability of funds from federal and other grants; funds are presently available for the preliminary studies. Remodeling of Interior of Armory Clark, Daily, and Dietz, Urbana, to design the interior remodeling and construction at a fee of 6 per cent of construction costs. The interior construction is to provide new quarters, including classrooms, offices, workshops, and laboratory facilities, for some of the services of the Department of Speech and Theatre and the Colleges of Fine and Applied Arts and Commerce and Business Administration now housed in the Sixth Street Building and which will need to be rehoused when that building is removed to provide a site for the new College of Commerce and Business Administration building. The estimated cost of the engineering services is $15,000 for which an appropriation is requested. I recommend award of these contracts and an appropriation of $15,000 from the General Reserve Fund for the services on the Armory project.

On motion of Mr. Pogue, these contracts were awarded as recommended; and the requested appropriation of $15,000 was made. This action was taken by the following vote: Aye, Mr. Clement, Mr. Harewood, Mr. Hughes, Mr. Johnston, Mr. Pogue, Mr. Swain, Mrs. Watkins, Mr, Wilkins, Mr. Williamson; no, none; absent, Mr. Herrick, Mr. Kerner.

APPROPRIATION FOR JOINT C O U N C I L ON HIGHER EDUCATION

(9) The Illinois Joint Council on Higher Education, established informally some twenty years ago as the "Genera! Council of the Six State Supported Institutions of Higher Education in Illinois," consisting of the presidents and other representatives of the state universities,' meets regularly four times a year for consideration of educational programs, policies, and other subjects of mutual interest and for joint planning. In recent years, it has conducted inter-institutional studies as background for action by the member institutions. The original fund set up to finance these studies through payments by the universities has now been entirely used, and additional funds are needed for further studies and planning. It is contemplated that a qualified professional appointment will be made for this purpose. The University of Illinois share of this undertaking for one year is computed at $14,000. I recommend an assignment of this amount from the University's General Reserve to the agency account of the Joint Council.

On motion of Mrs. Watkins, this appropriation was made by the following vote: Aye, Mr. Clement, Mr. Harewood, Mr. Hughes, Mr. Johnston, Mr. Pogue, Mr. Swain, Mrs. Watkins, Mr. Wilkins, Mr. Williamson; no, none; absent, Mr. Herrick, Mr, Kerner.

NONRECURRING APPROPRIATIONS

(10) The Vice-President and Provost and the Vice-President and Comptroller recommend assignments of funds for the following purposes and from the sources stated: 1. Rerouting utilities (steam and electric service lines) on the site of the proposed Materials Research Laboratory, from indirect costs available from government research contracts $ 83 000 2.
