BUSINESS PRESENTED BY T H E PRESIDENT OF T H E UNIVERSITY T h e Board took u p consideration of t h e following reports a n d recommendations from the President of the University.

APPOINTMENTS T O T H E FACULTY

(1) The following new appointments to the faculty of the rank of Assistant Professor and above, and involving tenure, have been approved since the previous meeting of the Board of Trustees. 1. PETER BOVING, Assistant Professor of Agricultural Engineering, beginning February I, 1961, at an annual salary of $8,000 (DY). 2. ALVIN DUBIK, Assistant Professor of Biological Chemistry, in the College ot Medicine, beginning December I, 1960, without salary (DY).

3. QUEMTIN H. GIBSON, Visiting Professor of Biochemistry, for the second se-

mester of 1960-61, at a salary of $6,500 (EV.

4. EDWARD MIKA, Assistant Professor of Pharmacognosy, in the College of

Pharmacy, for six months beginning February 1,1961, at a salary of $3,600 (G). 5. VLADIMIR URSE, Clinical Professor of Psychiatry, beginning January 1, 1%1, without salary (DY). 6. ALBERT WITTE, Visiting Professor of Law, for the second semester of 1960-61 at a salary of $6,600 ( E ) .

On motion of Mr. Pogue, these appointments were confirmed.

LEAVE O F ABSENCE FOR WILLIAM H . RICE

(2) On request of Governor William G. Stratton, William H. Rice, Administrative Assistant (Legislative Relations) in the President's Office, was granted leave of absence without pay for one year from January 1, 1960, to serve as Administrative Assistant on the Governor's staff. Governor Otto Kerner has asked Mr. Rice to continue in this position on his staff and I have authorized an extension of Mr. Rice's leave without pay from January 1, 1961, until further notice. Confirmation of this action is requested.

On motion of Mr. Swain, this action was confirmed.

APPOINTMENT OF VICE-PRESIDENT IN CHARGE OF T H E CHICAGO PROFESSIONAL COLLEGES

(3) A special committee appointed to search for and study the qualifications of available candidates for the position of Vice-President in charge of the Chicago Professional Colleges, to succeed Dr, Herbert E. Longenecker, who resigned as of July 1, 1960, to become President of Tulane University of Louisiana, has nominated Dr, Joseph S. Begando, who has been serving as Acting Vice-President since Dr. Longenecker left, to this position. This nomination has the endorsement of the Vice-President and Provost. The Vice-President for the Chicago Professional Colleges has, under the Vice-President and Provost and the President, the administrative responsibility for the operations of the campus and its component parts. He is expected also to be responsible for the interpretation of the work of the campus to the general public. He is expected to coordinate the work of the campus with the other campuses of the University and to establish liaison among the departments concerned. He is in charge of budget preparation and supervises all expenditures. The duties of this position are specified in detail in Section 25 of the University of Illinois Statutes. I recommend that Dr. Joseph S. Begando be appointed Vice-President in charge of the Chicago Professional Colleges beginning February 1, 1961, and continuing through August 31, 1961, at a salary of $21,000 a year on a twelve months service basis.

On motion of Mrs. Watkins, this appointment was approved.

(4) The Dean of the College of Medicine recommends the appointment of Dr. Melvin Sabshin, presently Associate Director of the Institute for Psychosomatic and Psychiatric Research and Training at Michael Reese Hospital, Chicago, as
